Catering order applications from 1 July 2018

With the arrival of caterer Appèl, a web application will be available for both employees and students for doing all kinds of catering orders. This application is called BENQUE and will soon be available via the employee and student portals.

NB: not applicable for the ITC. Until the ITC relocates, lunch orders will be processed through the ITC restaurant (Frans Jannink) as usual.

Order as an employee

Orders submitted by employees (for 2 people or more) are delivered free of charge to the desired location on campus via this system. This applies to lunches, snacks and the standard orders for receptions and the like. For coffee service for 2 or 3 persons delivery costs will be charged.

Custom orders (e.g. for events, meetings)

For custom orders, there is a permanent contact person. In combination with a room reservation this is done via the Booking Office. If it only concerns banqueting, this is done via the banqueting manager: Renate Drok, +31 6 18742483 of per email: banqueting-fb@utwente.nl. 

Order as a student

A separate web shop with a specific assortment and pricing is available for students. All kinds of orders can be placed in this web shop and paid for via iDEAL. 

Orders for meetings scheduled after July 1st

The current application can be used until June 29. Therefore, we request to enter orders for meetings after July 1 in the new application, as soon as the application is available (after June 29). Already entered orders (orders already in the system) will be converted to the new system by Appèl. 

INDIVIDUAL LUNCHES NO LONGER ON OFINUMBER

Due to the Work-Related Expense Scheme (Dutch tax legislation) from 1 July 2018 individual lunches can no longer be ordered and / or settled in the canteens of the UT. Business lunches (e.g. lunch during a meeting) can be pre-ordered in BENQUE that is made available for this. Basically, business lunches should always be reserved in advance, so that it is administered in such a way that it is clearly a work-related allowance.

In the unlikely event that a business lunch for one person is required, it can be paid in cash at the location. These costs can then be claimed by the employee via the usual declaration tools and guidelines.

Faculty Club

Also for the Faculty Club, after 1 July, without reservation via the online reservation system, you cannot eat and drink on ofinumber. Exceptions are the custom banqueting requests via the banqueting manager. From 1 July onwards, any unexpected lunches and dinners can be paid in cash and then be claimed by the employee via the usual declaration tools and guidelines. 

About the Work-Related Expense Scheme

The reason for the above change is related to the Dutch tax legislation: The Work-Related Expense Scheme (or in Dutch Werkkostenregeling (WKR)) that the UT must meet. This is a national tax scheme that bundles all the different rules and laws regarding the various allowances and benefits to employees. As an employer, the UT must be able to explain all allowances and benefits to employees to the Dutch Tax and Customs Administration and must thereby prevent the provision of benefits (in this case lunches), for example, under 'disguised' pay. 

With the funding of individual lunches via ofinumbers, it is difficult for the financial administration to inform the tax authorities of this as work-related lunches under the work-related costs scheme with retroactive effect. In order to avoid the risk that the Tax and Customs Administration will consider this as a wage, only lunches that are related to work, and therefore also to be traced back as per 1 July 2018, will be reimbursed.
