From January 1st 2018 associate professors1 (UHD1) of the University of Twente might be allowed to function as PhD supervisors (Dutch: promotors). The Dutch Law on Higher Education has made this possible. The right to graduate PhD’s (the so-called ‘ius promovendi’) is no longer exclusively for full professors.
In September 2017, legislation (WHW art 718 lid 4) was made to allow Doctorate Boards to assign the ius promovendi to staff holding a PhD-degree (not being full professors).
The University of Twente implemented this legislation within the framework of the legislation and with attention to recommendations of the VSNU. On the short term, the ius promovendi will be assigned to associate professors 1, who fulfill certain criteria. Later on, the possibility to assign the ius promovendi to associate professors 2 will be investigated.
The ius promovendi for associate professors 1 will be assigned by the Doctorate Board on recommendations of the deans and based on the criteria.

The candidate: 1. Has developed a clear and productive own research line and coordinates and realizes a (partial) research programme. 2. Is responsible for the realization of a research line. 3. Is active in partnerships within and outside the University of Twente. 4. Has acted as a co-supervisor for PhD students and has supervised at least 3 PhD’s successfully. 5. Has international renown and independence, as evident from participation in international collaborative projects, common publications, and stays abroad etc. 6. Has a substantial research output with international publications (ISI or equivalent), as first author and/or as most responsible author. 7. Has applied for at least 2 substantial research proposals or projects (with a total amount of minimum 250K) that have been assigned (NWO (w.o. VIDI/VICI), EU-project, ‘3rd stream project’, ERC starting grant, STW or others). 8. Scores recognizably and evenly compared to international peers 9. Demonstrates to engage in funding initiatives in a strategic manner.

The ius promovendi will be assigned for 5 years. After 5 years, the ius promovendi ends automatically. The Doctorate Board may extend the ius promovendi for another 5 years on a written recommendation of the dean.
The extension of the ius promovendi to associate professors 1 at the UT starts from January 1st 2018. To make this possible the deans of BMS, ET, EEMCS, ITC and TNW will make an inventory of possible associate professors 1 who meet these criteria. These candidates will be recommended to the Doctorate Board. The deans will provide the Doctorate Board with a short elaboration per candidate about the criteria.
In February/March 2018 the Doctorate Board will discuss the recommended candidates and will decide upon the assignments of the ius promovendi.
The assigned ius promovendi will work retroactively from January 1st 2018.
The Doctorate Board is happy to extend the ius promovendi, because it meets a national development in appreciating the efforts of associate professors in supervising PhDs.
