For the second year, you will move to the University of Twente in the Netherlands. At the UT, the Bachelor’s programmes consist of modules.

Get ready for the Twente Educational Model

Moving from the Universität Münster to the University of Twente at the beginning of your second year is a big change in many ways. There are many features that make the University of Twente stand out from other universities. One of these is our approach to teaching and learning. We do not just want to train you in the most efficient way to become an excellent professional and academic. We also want to teach you and other students how to work together. To help you discover which role within your field best suits you. To give you tools for navigating a world in which jobs, roles and challenges are constantly changing. And to familiarize you with the interplay between science, technology and society. In order to reach these goals we have developed our own educational model, the Twente Educational Model. With this model, studying is more effective, futureproof and more fun than ever. 

The Twente Educational Model is built on three key elements:

  1. Modules and project-based work
  2. Student-driven learning 
  3. Three professional roles 

Modules 

All our programmes at UT consist of modules. You will get familiar with this approach when you come to the UT in the second year of the joint degree Public Governance across Borders. In the second and third year at the UT, you will complete four 10-week modules per year. Each module of 15 EC centres on a specific theme. Around that theme the various elements of the programme come together: theory and practice, research and the development of academic skills, designing solutions, self-study and teamwork. Central to each module is a team project in which students address a real-world problem. You will work on concrete, up-to-date problems and at the same time acquire insight into relevant, contemporary theories and models in your field. You will be trained both as a Public Governance expert and as an all-round researcher. Challenging and exciting!

Below are the second-year modules. In some of these, you will join second-year students from other UT programmes, such as our Management, Society & Technology Bachelor’s. These students have already taken four modules in their first year; this is why the module numbers in year 2 begin at number 5.

MODULES

The second year begins with two introductory modules: 

Module 5: Public Management

In this module you shift from the macro perspective of political science to the micro perspective of public organizations. Most of your professional life will take place in public organizations. Organizations are the contexts in which you will realize your ambitions and ideals. You will learn what makes these organizations effective.

Module 6: Public Governance across Countries

In this module you shift back to the macro-perspective of public administration and political science. You will learn to compare policies in different countries as well as their effects in a systematic way, using statistical analysis.

MODULES 7 & 8: ELECTIVE SPACE

In the second semester at the UT you get to choose one of two tracks, each with two modules:

 Track 1: Public Administration

In the Public Administration specialization, you will gain expertise in executive and frontline processes in public administrations. The seventh module focuses on complex collective decision-making. You will learn to use rational choice models to forecast the outcomes of complex collective decision-making involving many stakeholders. You will also learn how to influence these outcomes. The eighth module focuses on the ’frontlines’ of public organizations. You will study how the collaboration between professionals and citizens affects the quality of public services.

Track 2: Global & European Studies

In the Global and European Studies specialization, you will focus on the international and European dimensions of today’s societal challenges. In the seventh module, you will delve into current European crises, such as the Brexit issue. In the eighth module, you will study the position of Europe in the world. You learn how the European Union operates as one international institution among the big powers in the world, such as China and the United States.
