The Executive Board of the University of Twente intends to implement various adjustments to the institutional tuition fees for the 2026-2027 academic year. As these fees have been indexed only slightly in recent years and costs have continued to rise, an inflation adjustment is necessary. The proposal is submitted to the University Council for advice.
Institutional fee
The institutional rate is the tuition fee rate that applies to students who are not eligible for the statutory tuition fee. This applies to students from outside the European Economic Area (EEA) and those who have already obtained a degree in the Netherlands at the same level (bachelor's or master's). The statutory tuition fee is set annually by the government, while the universities themselves determine the institutional fee, which must at least cover costs.
Inflation adjustment
The Executive Board proposes applying an inflation adjustment of 11 per cent to the institutional fee for bachelor's programmes, based on the 2022 inflation rate. This adjustment is in line with the inflation adjustment that was previously applied to the institutional fees for master's programmes for the 2025-2026 academic year. In addition, a one-off increase of 15 per cent is proposed, intended to cover increased costs for which no adjustment was applied in previous years before 2022.
For master's programmes, too, the intention is to apply a one-off additional adjustment of 15 per cent in 2026-2027. As with bachelor's programmes, this is intended to offset the financial consequences of cost increases in previous years.
Transitional arrangement
A transitional arrangement will be established for students who began their studies before the 2026-2027 academic year. In this way, the Executive Board aims to limit the impact of these changes on current students.
Future indexation
From 2026-2027 onwards, institutional fees will be indexed annually based on the percentage increase in statutory tuition fees. Additionally, a comprehensive evaluation will be conducted at least every three years, during which institutional fees will be reassessed based on financial developments and strategic considerations.
The Executive Board realises that changes in tuition fees can have a direct impact on students. Transparency, care and a sustainable financial course therefore remain the guiding principles of the policy.
