Indicators and metrics for
gender and energy research

Enhancing the contribution of energy interventions to gender equality is a prominent theme in discussions on energy and development. However, insight is lacking on the measures needed to achieve such gender benefits, and the extent to which gender equality objectives are subsequently reached. Indicators along the energy chain can support the quantification and qualification of the gender issues, and of the influence of energy interventions and accompanying measures on men, women, and gender balance. Work on the study and development of such gender indicators along the energy chain is being performed in the ENERGIA Gender and Energy Research Programme. An analysis of indicators used in this field shows the choices and assumptions made by selecting indicators. Multimethod approaches serve to develop context specific indicators that are relevant to the question to be addressed. Although indicators cannot fully capture complex issues such as empowerment, they do have a role to play in understanding whether change is in the direction of the objective of increasing gender equality.
