From crisis leadership to risk leadership: a lasting strategic change

The Netherlands has recently had to face two successive crises, and no doubt more will arise in the future. The way people behaved following the first coronavirus crisis ended up becoming one of the causes of the second wave. Why did people not follow the measures as advised?

We need to make psychology an integral part of a purposeful approach to risks and crises, with leadership as a key factor. Three elements combine to form the decisive factor: security, autonomy and respect. In the various phases of an existing or imminent crisis, these three elements call for different model behaviours, i.e. a different kind of leadership. How can we restore a comfortable atmosphere when we find ourselves in an uncomfortable situation like this crisis? What will become the ‘new normal’ for leadership?

Dr. ir. Martin van Staveren MBA

Bio:
Dr Martin van Staveren MBA advises, teaches and writes about taking a more realistic approach to uncertainties and risks, but also to opportunities. He holds a PhD in risk management, advises public organisations at every level and is a core subject teacher on the Risk Management Master’s degree programme. Martin has written six books, including the recent ‘Iedereen risicoleider: waarde realiseren en behouden in een onzekere wereld’ (‘Making everyone a risk leader: achieving and retaining value in an uncertain world’).

Hanke Koelemay

Hanke Koelemay (VNG Risk Management) is an adviser specialising in tenders for group health insurance for civil servants. She is responsible for leading activities in the area of resilience.

Ellen Gehner

Ellen has now been working for over two years as a strategic risk management consultant for the province of South Holland and recently joined the board of PRIMO. She holds a PhD thesis 'Knowingly taking risks: investment decision making in real estate development' and has over 9 years of experience in risk management in the real estate and infrastructure sector as an advisor at AT Osborne.

Frank Havik

Frank has a broad experience within the public sector. As an NOS reporter he made the switch to the municipal government in 2003. At the municipality of De Ronde Venen, he was responsible until 2005 for the communication surrounding the dike breach and restoration work in Wilnis. At the Ministry of the Interior and Kingdom Relations, from 2005, he worked as senior communications consultant for the Risk and Crisis Communication Expertise Centre (ERC).

As director/teacher at Crisis-training.nl BV, his specialism was the development of a training programme in the field of risk and crisis communication (E-learning). As of 2019 the work at Crisis-training.nl BV will be phased out and he will carry out work in this capacity. From September 2020, Frank Havik succeeded Jack Kruf as director at PRIMO Netherlands.  

Henk Doeleman

Dr. H.J. (Henk) Doeleman is a strategist at the municipality of Rheden and a part-time associate at the University of Twente. Henk is developer of the A3 methodology as a form of agile & lean strategizing. His publications include A3 methodology (Kluwer, 2009), Leadership in planning & control (Vakmedianet, 2014), Leadership in the public sector (Vakmedianet, 2014), A3 methodology: Work and introduction book (2020) and later Naar strategie op één A3 (2021). He is currently developing an approach for making more open and data-driven choices in vision and success factors, and understanding the impact of plans: A3 online. He is also developing A3 online into a way of working for sustainability reporting based on international guidelines and the Sustainable Development Goals of the United Nations. Gert-Jan Ludden

Gert-Jan Ludden studied at the Royal Military Academy in Breda. After his studies, he held various positions within the logistics and personnel sectors of the Royal Netherlands Army from 1980 to 1998.

From 1998 to 2011, he worked for an organisation and consultancy firm (Pinpoint) in Delft, focusing specifically on disaster relief, crisis management and integral security.

As of 2012 Gert-Jan Ludden is the owner of the company SVDC Advies in Crisis Management in Warnsveld. In addition to carrying out many projects, he is also active in supervising master classes in crisis management for directors and members of crisis management teams, as well as organising knowledge circles, seminars and symposiums on current safety themes. Specific attention themes are crisis management in the healthcare and education sectors. He has written various articles and directed the books Grip op Crisis (2016), Crisisbeheersing Witte Kolom (2018) and Meer Grip op Crisis (2019).

Cynthia Wertwijn

Cynthia Wertwijn did for her masterat the University of Twente a graduation in collaboration between departments. She applied this as a project manager at municipalities and then at her start-up. Her goal is to deliver long-term value. She does this by bringing people together, providing tools for strategic business plans and making the connection between people and IT. An example of this is A3 online.

The core of this webinar is thinking for the future. The speakers will expand on the theme of leadership from five perspectives: international, national, regional, local and organisational. What effect does leadership at one level have on another level? What lessons can we draw from our recent experiences? What role do security, autonomy and respect play in this situation?

How do we move from crisis leadership to risk leadership, and how can we cement this lasting strategic change as the new normal? It’s helpful to create synergy between the leadership styles of the five different perspectives. So how can we make that happen? The current crises and the above approaches clearly have consequences for the definition of risk leadership. Come and brainstorm with us!

    If there is one thing that has become clear as a result of the coronavirus crisis, it is our highly-developed society’s limited scope for adaptation. We can only monitor a certain number of risks. In the current crisis, this means that we have to radically change the way we approach risk, starting with acknowledging our basic psychological needs. In a socially safe environment, a growth mindset can lay the foundation for the development and organisation of a resilient risk leadership that can take us beyond this crisis, towards a sustainable future.

  • Hanke Koelemay - Senior Adviser VNG Risicobeheer

    VNG Risk Management is the knowledge partner of municipalities in the field of risk management. Resilience is a key word. Municipalities have proven resilient in the corona crisis: online services and digital work were quickly fixed. The implementation of the Tozoregeling is fast and well underway. Municipalities are also working with scenarios to map out the influence of corona on all domains and respond to it. VNG Risk Management collects and shares knowledge about how municipalities deal with the (financial) consequences of the corona, working with scenarios and managing the risks. In this way, municipalities do not have to invent everything themselves. For example, VNG Risicobeheer has taken the initiative for the Government Risk Platform, a platform where group controllers and municipal secretaries exchange practical experiences. The idea is: to jointly raise the professional practice of risk management to a higher level. We also have a Resilience Working Group in which municipalities inspire each other with examples. How can municipalities respond resilently to global problems, such as corona or extreme weather? In today's practice, municipalities play an essential (connecting) role in ensuring that life can go on as well as possible, despite the corona measures. Think of alternative arrangements for terraces, guiding people from work to work, enforcing corona rules, etc.

  • Regina Edoo - Strategic Risk Manager TU Delft

    The current crisis has shown that the organisation is agile and can deal with unexpected events. On the one hand, it is amazing how quickly online education has been set up and offered to the students. On the other, we all had to "flip a switch" in finding the right work/life balance. It is admirable how everyone in the organisation (and indeed in the Netherlands) has made the switch in a very short time to achieve this.

    Regina has been working for Delft University of Technology since 2009. For the last several years her main focus has been on implementing risk management within the organisation. She is involved in this event as a board member of the GvRM (Society for Risk Management).

  • Karin Bos - Occupational Hygiene Specialist and Key Expert at the Ministry of Defence

    Defence is a resilient organisation that is structured to offer support in crisis situations. Our motto, “if things are not as they should be, we deal with them as they are”, illustrates the organisation’s resilience. That said, we have also had to adapt our existing plans and working practices. New risks have appeared, such as increased risks online and mental risks due to working from home. We must address these risks, which are having an exceptional impact that will last a long time.

    Karin Bos, occupational hygiene specialist and key expert at the Ministry of Defence, works in the field of risks related to exposure to hazardous substances, noise and physical strain. She advises employers, service departments and workplaces on how to tackle risks.

    The impact of the current crisis on managing risks and resilience

    Low impact. We are a vital, incident-driven sector: we just keep working. As our work takes place in the online sphere, we have mainly experienced the impact of the crisis in operational matters such as restrictions on travel and group size, the 1.5-metre distance between employees and access to buildings and sites. However, these measures have reduced neither our focus nor the risks we manage.

    Bio:
    Employed as the Head of Assessments at the Defence Cyber Security Centre (DCSC) since October 2019. The DCSC concerns itself with digital resilience within the Ministry of Defence; my department conducts cyber security research for the Ministry.

  • Richard Huisman - Team Leader at the Royal Dutch Marechaussee

    As a manager within the Integral Occupational Skills Training at the Dutch Border Police Training Centre, I encounter all kinds of 'new' risks in a field that has been described as 'essential'. The measures in force are sometimes difficult to apply, and if there is no other option it is even possible to deviate from them. Every week, people from all over the Netherlands come together to benefit from the training we offer. This means that working as safely as possible and taking into account the risk perception of employees and students present a constant challenge. The available measures also create their own risks. For instance, whereas all the instructors are usually present every day, they now only come in when they have classes to teach. There is a risk that colleagues could lose commitment and motivation, and listening to everyone and providing them with the right information does not always work out well. In these uncertain times, when there is a constant need for clarity, this makes our job more challenging.

    Bio:
    My name is Richard Huisman. I am 46 years old and I live in Ugchelen with my wife and two daughters. I am a Team Leader with the Dutch Border Police, with more than 20 years’ experience in the highest spectrum of violence control and High Risk Guarding Security. The Border Police are strong in the field of security, adaptive and flexible. The organisation is able to respond quickly to changing threats, making it a reliable partner for politicians.

    PRIMO was established in 2005 as a platform for sharing knowledge. Based on a survey among public managers, PRIMO has identified five core elements of control in recent years, which largely determine the managerial and organisational capacity for value creation. This knowledge has been bundled, scientifically curated, substantiated and published and will be provided with a dashboard in 2020. The FORTE Framework for Good Governance®.

    The five elements of the dashboard:

    • Finance and Compliance.
    • Orientation on and knowledge of client or target group, the own focus on delivery.
    • Stewardship, binding leadership and culture in the team.
    • Availability of tools, people and techniques to deliver what we have set out to do.
    • Connection with the environment and stakeholders in cooperation, orientation and, above all, working contracts.
