The Dutch Higher Education and Research Act (WHW) allows the Examination Board to authorise deviations from the Education and Examination Regulation (EER) of this university in specific circumstances. Students may request such a deviation by means of a well-supported request.
You can submit your request via the ExamBoard-application.
Deadline
Student requests are considered by the programme specific subcommittees of the Examination Board EEMCS.
The programme-specific subcommittees generally meet once a month. Requests must be in our system seven working days before the meeting.
You will find the meeting dates of the sub-committees in the meeting schedule.
How to submit a request
You can submit your request via the ExamBoard-application. When you log on to the application, you can see an overview of your current and previous requests.
- To start a new request, select the ‘new’ button on the right side of the screen.
- Fill out to which examination board you want to submit your request.
This is in most cases the Examination Board of your own programme. - In the overview of forms, select the type of request that you want to submit.
Carefully read the topics covered under each request type. If you select a wrong request type, the information provided in your request may be incomplete. - Fill out the form:
- Your personal details are filled out automatically.
- Fill out your study programme, your cohort (year that you started your studies) and if applicable, your specialisation.
- Every request needs to be accompanied by a study progress overview. This can be downloaded from OSIRIS.
- Information on how to download a study progress overview can be found on the website of the UT. - Fill out all other required information in the form. If everything is filled out, you can submit your request.
If you find out that you need to request additional information before you can submit your request, you can save your request without submitting it. You can reopen your request at a later time.
Requests such as requests for extra exam opportunities, dispensation form prerequisites and extension of validity of results need to be accompanied by a study plan.
How to motivate your request
In the form you are asked to motivate the reasons for your request. Consider the following when motivating your request:
- Consider relevant regulations
Review any relevant regulations (OER, Rules and Guidelines) and pay particular attention to what the decision maker needs to know to consider an appeal or request. - Be factual and concise
Include factual detail but avoid dramatizing the situation - Documentation
Include any documentation needed to substantiate your claims.
If your request depends on particular facts that the board will want to verify, make sure they are verifiable.
If documentation is submitted in another language than English or Dutch, the Examination Board may not be able to verify your documentation.
Note that the examination board EEMCS does not consist of medical staff. Large reports of medical diagnosis cannot be interpreted and should neither be uploaded. When communicating medical circumstances, the duration and impact of your circumstances needs to be verifiable.
If your study adviser has been made aware of the (medical) circumstances, your study adviser can confirm the duration of the circumstances. Detailed documentation on circumstances is in that case not needed.
Doctors in the Netherlands are not allowed to write medical declarations for their own patients.
Students are always advised to contact a study adviser early when they experience extraneous circumstances of any sort when these impact their studies for over 1-2 weeks of time.
Examples of a request
Study adviser can confirm circumstances:
I want to request for permission for a deviation from the prerequisite requirements for the minor.
Due to personal circumstances, I have not been able to study in the 2nd semester of the academic year 24-25. I have had monthly teams calls with my study adviser to follow up on my circumstances.
Because I have not been able to study during the second semester of the previous academic year, I do not fulfil the prerequisites for the minor. I am 6 ECTS short due to not having completed 2 Year 1 courses, 1 from Q3 and 1 from Q4.
I have passed all M1, M3, M5 and M6 courses. Not being able to do a minor in Q1 and Q2 will result in a semester without education and will increase the duration of my studies with at least 6 months.
Due to my circumstances I cannot study on full capacity. Therefore, I want to do a maximum of 10 EC of courses per quartile.
Instead of doing 2 15 EC minors in Q1 and Q2 I want to ask permission to do a free-minor consisting of 6 5 EC courses. I want to follow 5 EC of courses in Q1, 10 EC of courses in Q2 and I want to postpone the last 15 EC of minor courses to next academic year Q1 and Q2. I will also discuss the possibility to spread the Q3 and Q4 courses over 2 academic years with my study adviser. I will meet with my study adviser at least once a month to follow-up on my study planning.
Study adviser cannot confirm circumstances
I want to request for permission for a deviation from the prerequisite requirements for the minor.
In a bike accident during the spring break of 2025, I have gotten a concussion and have broken my leg in several places. Due to the severity of the concussion and because I needed surgery for my leg I needed to be in the hospital until 20 September. After that I have been admitted to a rehabilitation facility to train my leg and to get therapy for dealing with brain damage as a result of the accident. Because I have not been able to study during the second semester of the previous academic year, I do not fulfil the prerequisites for the minor. I am 6 ECTS short due to not having completed 2 Year 1 courses, 1 from Q3 and 1 from Q4.

My parents have communicated the accident to the programme coordinator on 20 February. With this request I also enclose a copy of my hospital discharge letter, a copy of my therapy plan/schedule at the rehabilitation facility and a copy of my upcoming appointment at the hospital for following up upon my leg.
Decision Examination Board
The Examination Board's aims at sending you a decision on your request within 10 working days of the date the decision was taken.
If you have an objection to the Examination Board's decision, you can submit this to the Klachtenloket, P.O. Box 217, 7500 AE Enschede, Vrijhof, Room 239B (desk Student Services), within six weeks after receipt of this decision.
