An uniform set of selection criteria

When two or more alternative project proposals have been formulated, it is important that the best one gets chosen. Defining a uniform set of selection criteria is needed to equally compare the different proposals.

The set of selection criteria should be created during the authorize cycle of the four-cycle method. This cycle concentrates on preparing clear proposals for action. (Spil, 2002)

In order to successfully develop and maintain IT portfolio selection criteria that support an organization’s mission, strategies and business priorities, the Government Accountability Office (GAO) developed three steps that have to been fulfilled: preparation, creation and evaluation (GOA, 2004).
