The National Security Risk Assessment (RbRa) outlines the most impactful and likely risks our society faces. From wildfires to cyberattacks, from polarization and extremism to a nationwide blackout, we should be prepared to build resilience.

However, the problem is that these risks do not adhere to organizational boundaries. They require shared leadership and an 'all of society' approach; an integrated response where the market and government act together. This is what makes the challenge so great. When a risk affects multiple parties, it often seems that no one takes ownership.

In this interactive session, Reinier Hattink from De Ruijter Strategy, author of the Handbook on Strategy for the National Coordinator for Security and Counterterrorism (NCTV) and reserve officer in the Dutch Armed Forces, will delve deeper into how we can collaborate through the RbRa with public, private, and societal organizations. What, according to the RbRa, are the greatest risks we face? Where are the vulnerabilities in our defense? And how can we tackle these challenges together through shared leadership between public, private, and societal actors?

The session will provide insight into the specific risks identified in the RbRa, intertwined with practical exercises to enhance participants' understanding.

Reinier Hattink
De Ruijter Strategy

Drs. Reinier Hattink studied Social Economic History at Leiden University, Intelligence Studies at the University of Amsterdam, and was trained as a screenwriter at institutions including the New York Film Academy. Since 2023, he has been working as a consultant, facilitator, and trainer at De Ruijter Strategy. Prior to this, Reinier worked as a Strategic Advisor at the Ministry of Defence.
