This study approaches the concept of Highway Access Management from three perspectives: capacity, safety and economic impact. Five major roads of the Dominican Republic were analyzed, including a total of 13 intersections and 2 links in main cities. The data collection included traffic counts (2016) and number of accidents (2008 and 2015). As general conclusion, this work shows that LOS is very subjective from the user’s perspective, and that constant speed is a key issue in major roads. However, corrective infrastructure measures can unequally affect distinct groups of the population, despite the guidelines. Up to the author’s knowledge, this is the first work about access management and equity of infrastructure in Latin-America.
