Information hand-over as the key to successful PPP projects

Problem definition and research goal:

The raising viable option on public-private partnership (PPP) projects had been filled with attention in the construction industry. The concept of a PPP agreement is that a public party outsources multiple project phases (e.g. design, construction and maintenance) to one or more private parties. Within PPP projects, the challenge exists in terms of the information hand-over between project phases within the parties involved in the PPP agreement. Strukton, as a private contractor, suffered frustration on the information hand-over between phases in a PPP settlement. With regard to the maintenance phase, it requires a maintenance- and operation team to decide on the project asset information needed (e.g. supplier- and design information) prior to information hand-over between project phases. The frustrations in information hand-over from a maintenance perspective are expressed in four information gaps: information monitoring, information receiving, information quality and information delivery moments.

Little had been discussed in previous research about the communication of needs between project phases prior to the information hand-over. This research discusses the transition of information hand-over between the construction and maintenance phase in PPP projects, in respond to the problems experienced within a private contractor: Strukton. The problem lies in whether the maintenance team is able to define their asset information needs for making well considered maintenance decisions, and then communicate these to the construction team prior to the information hand-over process. Hence, this research proposes an approach on how the maintenance team can define their needs and how they can communicate these needs to project teams in the design and construction phase.

The aforementioned conclusions led to the following Research Question: ‘How to structure and support the Asset Information Hand-Over Process (AIHOprocess) in PPP projects?’’
