Inter-organisational Relations, Public-Private Partnerships in Infrastructure, Urban Development and Housing

The process of co-operation between public and private actors is the focal point, the interaction through PPP. Public Private Partnerships can be considered as temporary inter-organisational relationships. These relationships have two dimensions. The first dimension is used to describe distinct elements of PPP: the characteristics of the actors, the network, and the planned objective that has to be realised. In the second dimension, the characteristics of the temporary inter-organisational relationship itself can be described. In this second dimension a distinction has to be made between characteristics related to creating a PPP as a temporary inter-organisational relationship, and characteristics related to the functioning of the PPP as a temporary inter-organisational relationship. Both sets of characteristics consist of economic and social factors.
