Investments in transport infrastructure have long-lasting impacts. Meanwhile current social, environmental and technical developments that shape the transport system are highly uncertain. Especially in a transport system-of-systems dynamics can be non-linear. Through decision making under deep uncertainty techniques such as exploratory modelling and analysis we enable infrastructure agencies to make more robust decisions. Rather than forecasting transport flows, a large ensemble of plausible future scenarios is simulated accounting for a multitude of (combinations of) uncertainties. The models provide multi-level (i.e. on a global, network and asset level) and multi-purpose (i.e. traffic volumes, capacity utilization, greenhouse gas emissions) insights for national road, railway and waterway infrastructure.
