The municipality of Tilburg is exploring its role in providing all residents with the opportunity to become digitally inclusive. This means ensuring that residents can participate safely online, have access to digital services, are aware of the opportunities and risks of internet use, and have the necessary guidance, skills, equipment, and infrastructure.
As a local authority for residents, entrepreneurs, and visitors, the municipality of Tilburg has set the goal of identifying vulnerable groups where digital inclusion policies are most needed and can yield the greatest results. Each of these groups has its own unique story and needs, requiring a tailored approach. To gain a clear understanding of which interventions are effective within the municipality and how they provide value to citizens, entrepreneurs, and/or visitors, we propose an approach that offers deeper insights into one or more vulnerable target groups.
To assist the municipality of Tilburg in developing a well-founded strategy, we propose a research process in three phases:
- Assessing the Status of Digital Inclusion among Residents of Tilburg: This phase aims to identify vulnerable groups that experience the most significant challenges with internet use.
- Mapping the Challenges Faced by Residents of Vulnerable Groups (identified in Phase 1) and Understanding Their Needs for Digital Services.
- Identifying Key Considerations and Developing Guidelines for Organizing Digital Inclusion Interventions.
