Esmee Peters is a PhD candidate in public and healthcare procurement at the University of Twente. Her research interest lies in public procurement and supply chain resilience, crisis management, and resource scarcity. Especially focusing on how public procurement systems can govern supply chain resiliency in today’s complex world. Besides research, Esmee is, together with Klaas, coordinating the EL-IPS research centre, and involved in the European project called PROCEDIN.

Short abstract

"Organizing for supply chain resilience: a high-reliability network perspective" takes an unconventional approach to supply chain resilience. Instead of delving into operational specifics and isolated metrics, the article offers a broader, systemic perspective on supply chain resilience. It introduces high-reliability theory (HRT) and high-reliability networks (HRN) into the discourse of supply chain resilience literature, exploring the interconnectedness of causes and effects.

 In this article, the authors tried to challenge existing paradigms. For example, distinguishing between traditional supply chain resilience “black swan events” and the more realistic scenario of a "permacrisis" in our modern world. Taking a network approach, they encourage readers to consider the intricate network of buyers beyond individual organizations and product supply chains. Underpinning the importance of network governance, emphasizing the significance of building trust within buyer networks, and introducing the idea of stable working relationships, even in non-crisis times.
