Project Description (English):
The amount of DBFM (Design, Build, Finance and Maintain) contracts in the road construction industry is increasing. The role for contractors of these contract types is more encompassing as opposed to the traditional forms like D&C (Design & Construct) and E&C (Engineer & Construct). DBFM contractors need to finance and maintain an asset over a longer term on top of the design and execution stage of a project. For that reason, the measurement of the project performance is not only limited to conformity with the requirements. Instead, DBFM contractors need to focus more on their role to integral business performance, like with the form of a Business Performance Measurement System (BPMS). The civil engineering sector has limited experience with performance measurement in terms of BPMS.
The goal of this project is to develop an integral BPMS for DBFM contractors in the road sector. In the first phase of the project we identify the design approach of an integral BPMS. We explore the different forms of BPMS that exist in conceptual and practical form at other businesses. In the second project phase we define the relevant context of the DBFM environment to the integral BPMS, such as input and output of information. The project deliverable is a process model to design, implement, use and fine-tune the integral BPMS.

Binnen de huidige DBFM-weginfrastructuurconcessies wordt gebruik gemaakt van Business Performance Measurement Systems (BPMS). De reden waarom de consortia gebruik maken van BPMSs is tweeledig. Ten eerste wordt het gebruik ervan door middel van de vraagspecificatie contractueel opgelegd aan de consortia. Ten tweede kan het BPMS worden gebruikt als middel om zowel de voorspelbaarheid van het rendement als een hoger rendement op de concessie te garanderen. Binnen de markt voor DBFM-weginfrastructuurconcessies kan geconstateerd worden dat er geen procesmodel voor het opstellen, implementeren, gebruiken en instandhouden van Business Performance Measurement Systems voor consortia aanwezig is.
Het doel van het onderzoek is het ontwerpen van een procesmodel voor het opstellen, implementeren, gebruiken en instandhouden van Business Performance Measurement Systems voor consortia binnen de markt van DBFMweginfrastructuurconcessies.
