A code of conduct for international higher education students, to which an educational institution commits itself by signing it.

The Committee Personal Circumstances (CPO) assesses on behalf of the Executive Board of the University of Twente (UT). The CPO will give advice about the assessment of the personal circumstances in the context of:

•  BSA: Binding Recommendation;
•  MoMi: Modern Migration Policy Act;
•  FOBOS: Financial support for students in special circumstances

The student can be excusable if a personal circumstance, recognized by the CPO, has influenced studying so that the MoMi standard has not been achieved. If there is a justifiable ground, a notification to the IND for the concerning academic year can be omitted.

The Dutch Immigration and Naturalisation Service

The MoMi Committee is responsible for monitoring the study progress of all MoMi students at the UT. You receive information and the final notification from the MoMi Committee. The MoMi Committee also takes care of your file management, coordinates the process and collaborates with the VISA department and the faculties.

Also called "Proportional nominal study load". The nominal study load associated with a period of enrollment [at the educational institution] within an academic year. The nominal study load of a program is determined in CROHO (Central Register of Studies in Higher Education).

Also called "Study Migrant". A student with a foreign nationality who has a residence permit for ‘study’ and is going to/is/was studying full-time at an educational institution established in the Netherlands. The student is subject to a residence permit if he comes from a country that isn’t Switzerland or an EU/EEA country.

Certain circumstances can make it difficult to study and can cause a study delay. The personal circumstances that can be recognized by the CPO are the circumstances in accordance with article 5.5 of the Code of Conduct and article 7.51 of the WHW (Higher Education Act) and article 2.1 of the WHW Implementation Decree.

A transition program that is offered to the international student in order to be able to follow the Master's program after completion of the transition program. See also “Preparatory year”.
Note: The main rule is that a student may only use one pre-master to follow a main program in the Netherlands. An exception to this is the study migrant who completes a Bachelor's program and wants to prepare for a Master's program.

This is preparatory education – including preparatory language teaching – which has a duration of a maximum of one year. It is offered to the international student to prepare himself, in order to be able to enroll for/follow the main program. Under preparatory education is also understood a transition program. See "Pre-master".

The main rule is that a student may only use one preparatory year to follow a main program in the Netherlands. An exception to this is the study migrant who completes a Bachelor's program and wants to prepare for a Master's program.

The nominal study load associated with a period of enrollment [at the educational institution] within an academic year. The nominal study load of a program is determined in CROHO (Central Register of Higher Education Study Programmes).

An educational institution that is recognized by the IND by means of registration in the
Public register of recognized referees of the IND. It concerns an institution that:
•  is funded according to the WHW (Higher Education Act), is designated as a legal
   entity for higher education
and
•  offers accredited higher education as referred to in article 5.2 of the
   Code of Conduct,
or
•  within the context of article 2 of the law Subsidies Ministry of Foreign Affairs and
   the Subsidy Scheme Ministry of Foreign Affairs 2006 is subsidized, and who has
   signed this code of conduct and is registered as a participating institution in a public
   register of educational institutions that have signed the code of conduct, to be kept
   up to date by DUO from OCW (Ministry of Education, Culture and Science).

A message from the UT to the IND with relevant information about the study migrant, his/her study (progress), enrollment, residence permit, means of existence or about the sponsorship of the UT.

A visa is a document with which official permission is granted to enter the Netherlands. Your residence permit is the document you need to stay in the Netherlands. The permit is always granted under an objective, your specific purpose of stay, for example ‘family reunification’, ‘study’ or ‘paid employment’. The purpose of stay on which the residence permit is granted is stated on the document. A MoMi student has a temporary residence permit for 'study'.

The period in which an admitted international student is registered with one and the same recognized educational institution.

A student with a foreign nationality who has a residence permit for ‘study’ and is going to/is/was studying full-time at an educational institution established in the Netherlands. The student is subject to a residence permit if he comes from a country that isn’t Switzerland or an EU/EEA country.

Sufficient study progress is considered: 50% (or more) of the proportional nominal study load for (the part of) the academic year.

In addition, you must successfully complete the preparatory year/pre-master/transition program in order to be able to enroll for the main course.

After the end of each academic year the MoMi Committee determines on behalf of the educational institution the annually study progress of the previous year of all study migrants, with the exception of exchange students and study migrants who are already reported to the IND by our VISA department or have deregistered themselves during the previous year.
