Pilot projects: impact and guidelines for upscaling

Municipalities across the country are working to explore how to shape digital inclusion and provide the necessary support. A joint approach is being developed with the Digital Coexistence Alliance. To this end, pilot projects are being organized in Rotterdam, Utrecht, and Westerkwartier. This proposal focuses on three aspects:

  1. Identifying the reasons for not participating in the pilot projects.
  2. Assessing the effects of the pilots in the three municipalities.
  3. Evaluating the processes behind the digital inclusion pilot projects.

The project involves a series of in-depth interviews with participants and a co-creation approach in three phases: identifying bottlenecks and areas for improvement, developing guidelines for scaling up, and evaluating the effectiveness of the guidelines.
