Digital inclusion and vulnerable groups in the municipality of 's-Hertogenbosch

The municipality of 's-Hertogenbosch aims to provide every resident with the opportunity to become digitally inclusive. The goal is for residents to safely participate online, access the municipality's digital services, understand the possibilities and risks of internet use, and have the necessary motivation, equipment, skills, and knowledge.

In this project, we begin by identifying vulnerable groups within the municipality, where digital inclusion policy is most needed and can have the greatest impact. Each group has unique stories, needs, and requires a tailored approach. To understand which interventions are effective in the municipality and how they benefit citizens, entrepreneurs, and/or visitors, we propose an approach that provides deeper insight into one or more vulnerable target groups..

To help the municipality develop a well-founded strategy, we will undertake a research process in three phases:

  1. Assessing the Status of Digital Inclusion among Residents of 's-Hertogenbosch: This phase aims to identify vulnerable groups who face the most significant challenges with internet use.
  2. Mapping the Challenges of Vulnerable Groups (identified in Phase 1) and Understanding their Needs for Digital Services.
  3. Identifying Key Considerations and Developing Guidelines for Organizing Digital Inclusion Interventions.
