CvB news - 9-3-2021 Proctoring: taking digital exams remotely
"Due to the COVID-19 pandemic, it has become common to use proctoring – exams taken online with help from surveillance software. Proctoring can be used at the University of Twente if it is impossible to take an exam on campus. This means we can avoid students incurring unnecessary study delay. Whether or not to use proctoring is a decision made by each course, in close consultation with the relevant Examination Board.
We set high standards for proctoring. We find it important that the method used complies with all legal requirements, for example, regarding privacy issues. The method must also produce reliable results, so there is no discussion about the diploma's validity.

I don't know exactly to whom the letter - see link below - was addressed, but NVAO has issued a letter in which she indicates that the way in which study programmes deal with the Corona situation in education will be a point of attention during visitations. 
Points they like to be addressed in the visitation reports:

• How has education in Corona adapted to the changing circumstances. What measures have been taken?
• Has education been fully or partially converted to online education and what does that mean for the quality of education?
• How is assessment conducted under these circumstances? 
• How has the programme monitored the effects of these measures on the quality of education and the learning outcomes achieved and what actions have resulted from this?
• What is the well-being of students and what has the study programme done to improve it?

NVAO: These points can be included in the reports in a concise way, especially in the reports on standards two and three, also to limit extra work as much as possible.
The NVAO will ensure that panels give a well-considered and objective judgement on education in a modified form and that this phase does not weigh disproportionately heavily in the final judgement on the quality of education.

Role of boards in this time of crisis
The examination committees have reported a number of concerns to the Board. Following a conversation about these concerns, I would like to draw your attention to the following: 

• it is important that examination committees are involved in time when there is a change in the test plan and/or the type of test. It is clear that this sometimes has to be done on short notice, but the examination committee has to be involved all the same;
• legally, examination committees have the right to ask for an extra test before signing a diploma. Normally, this right is not used. Because there is a chance that we will have to deal with measures and adjustments as a result of the pandemic for a long time to come, there is concern about the quality and reliability if, for example, subjects of an entire curriculum are tested online. Examination boards have a pro-active role here and will have to indicate in a timely manner if they wish to make use of this. After all, the students must also be informed;
• it is important to make clear to students that fraud, including in online tests, can have far-reaching consequences. Concrete (anonymous) examples can help. The request is therefore to send such examples to the Vice Dean of Education.

OER Guidelines 2021-2022
Since the OER Guidelines were revised last year in the context of TOM 2.0, no far-reaching changes will be made to the Guidelines this year. The biggest change will be adding that teaching and assessment can also be online. To this end, at least the addendum that has already been adopted for this year will be incorporated into the Guidelines. 
This year, the final adoption of the Guidelines will take place later than in previous years. We therefore advise study programmes to start working on any adjustments to the study programme-specific appendix and not to wait until the Directive has been adopted. This is to ensure that the coordination with the faculty's employee participation can take place on time.

After a consultation with all examination board chairs, a letter was sent to the Executive Board in December 2020 to express concerns about the safeguarding of the quality of assessment and to advise on measures to be taken.

Status and support of online proctoring and surveillance
Due to COVID-19 measures, we were asked what measures can be taken if the student(s) are no longer able to come to campus for a test. This was the reason we looked into the possibilities of online (digital) tests. In order to meet this demand, a project team was formed in October 2020 to set up the proctoring support.

Two types of proctoring are offered:
              1.           proctoring system Proctorio in collaboration with the Remindo test system; 

              2.           online proctoring using Zoom.

Proctoring with the Proctorio system
Once set up, the Proctorio system can make recordings of the student during the online test. All activities that the student carries out on their device are thus stored. Based on the parameters set in Proctorio, suspicious actions are observed. After the test has been completed, these suspicious actions are assessed to see if there is any suspicion of fraud.

Online surveillance
Using Zoom, online surveillance can be carried out. The invigilator informs the teacher immediately of any suspicious actions so that the teacher can take action. No recordings are made.

When can we start using proctoring?
If we assume a positive decision, then the following planning applies:
·         with the Proctorio system from week 7;
·         online surveillance from week 9.

In the first weeks after delivery, online tests with proctoring will only be taken on a small scale, in order to correct for any teething problems in the process.

Information about online proctoring and surveillance
A website about online proctoring and surveillance is being set up and will be available at the end of week 6. This will include (general) information, instructions and ways to support the use of proctoring for both teachers and students. With online proctoring you can use software and one or two camera's to (online) check students' activities during an exam. Nationally there is a discussion about the balance between proctoring and privacy.
On 20 /5/2020 the Corona Committee Education informed the programme directors and other relevant bodies in a letter that the Executive Board has decided to allow the following activities: 
- Oral exam via video and recording.
- A short video for verification the identity of a student.
All other kind of proctoring activities are not yet allowed. TELT is experimenting on a small scale with a tool to detect suspicious behavior. This is for the moment the only exception from above rules. When results of this experiment become available and/or when new technological developments occur, the  Executive Board will consider using online proctoring again. 

The experiment TELT performed took place recently. In the Platform Examination Board meeting 28/5/2020 Maroes Luttikhuis, a respresentative of TELT, explained the experiment and the results. You can find the Powerpoint of her presentation [here].
In the summary the next points were indicated: 

• Traditional cheating options are more feasible than technical options.
• Clear communication about data and privacy is a primary condition for continuation to get broad acceptance of proctoring.
• Based on this test, the used tool seems a suitable tool for proctoring.
• Proctoring in Q4 is unlikely due to the complexity of the steps that still need to be taken (including policies, GDPR, communication, etc.) .

There are different ways in which it can be used. It can be used for all students of a course. It can be used as a hybrid solution (part of the students take the exam with proctoring, others come to the campus). And it can be used just for individual cases (e.g. a student who cannot come to the campus due to circumstances). 

The decision whether online proctoring will be used in the furture and in what way, has yet to be taken and will depend on the opinion of several stakeholders in the organization.  
The TELT team is currently investigating available options using Proctorio in combination with Remindo. A preliminary review has yielded positive results, but in academic year 2019-2020 proctoring is to be limited to a pilot only. On the TELT-site or UT Corona site, updates about the project's developments will be posted. 
TELT states explicitely: Please note that no proctoring solution can guarantee a fraud-free exam setting. In preparing their exams, lecturers are encouraged to choose an examination type that will limit the risk of fraud (see TELT-site for suggestions).

Transferring to a Bachelor’s programme at a research university after following the first year of a degree programme at a University of Applied Sciences (Dutch: hbo). 
The VSNU has already made agreements concerning special arrangements for students who wish to transfer from a Bachelor’s programme to a Master’s programme (see below), and now a solution is proposed for students who, having followed the first year of a degree programme at a University of Applied Sciences, wish to transfer to a Bachelor’s programme at a research university. The research universities want to avoid these students not being able to start their Bachelor’s degree at a research university next academic year because they have not been able to complete their first year at a University of Applied Sciences by 1 September 2020 due to the coronavirus crisis.
For academic year 2020-2021, research universities are being allowed to waive the requirement that students must have completed the first year of a degree at a University of Applied Sciences. The procedure will be as follows:
(1) these students must apply for a place on the Bachelor’s programme at a research university by 1 June 2020. The student must request a completion statement from the University of Applied Sciences and submit it to the research university by 1 August at the latest.
(2) The research university will assess whether the student concerned can provisionally be admitted on the basis of the completion statement based on the degree of difficulty of the programme to be followed.
(3) If so, the student will be provisionally admitted to the Bachelor’s programme until 1 January 2021.
Special arrangements will have to be made for research university programmes which require additional criteria and/or tests over and above HBO-P (completion of the first year of a degree programme at a University of Applied Sciences). Further information on this can be found in the latest edition of the Higher Education Service Document issued by the Ministry of Education, Culture and Science (Servicedocument HO van het ministerie van OCW). 

There are tools on the market that offer a secured environment for online exams (remote proctoring). These tools require the student to film themselves with a webcam, and their screen is locked to all other applications. After the exam, the recording can be reviewed and suspicious activity can be indicated.  
Several universities and colleges are experimenting with online proctoring. At the same time other educational institutions reject this way of working. Several recent media sources, such as an NOS report and an article in de Volkskrant, reported recently that students protest against the use of online proctoring for privacy reasons. VSNU has published a standpoint on their website (see another item on this site).  

The CCOW and Board of Examiners platform have reviewed this option, and have consulted with ITC and the TELT team about their experiences. For now, the guidelines as indicated in the guideline for remote assessment apply. But the CCOW concluded that online proctoring can be investigated for specific use. The TELT team is currently investigating available options. Nevertheless, even if proctoring is used, it will not be a 100% guarantee or a fraud-free exam setting. Lecturers are still encouraged to choose other methods for assessment (see Telt-site for ideas).

Role of the Examination Board
If online proctoring becomes an option, it will certainly be a question of how you, as an Examination Board of a study programme/faculty, will react to this. How can you guarantee the testing organisation? How will you deal with the identified possible fraud cases? What problems may occur that will force you to make decisions about the legitimacy of a test result on an individual level or for the whole group of students? In the short term this will be discussed in more detail on this site.

In verschillende recente mediabronnen, zoals in een NOS bericht en een artikel in de Volkskrant, is aangegeven dat studenten  protesteren tegen het gebruik van online proctoring om privacy redenen.
Er wordt gerefereerd aan protesten van de kant van de Landelijke Studentenvakbond LSVb en een petitie van studenten van de Universiteit van Tilburg. De protesten betreffen vooral de schending van de privacy. De VSNU heeft een standpunt op hun website gepubliceerd.

Standpunt VSNU ten aanzien van online proctoring (19 maart) – samenvatting
In het standpunt wordt aangegeven dat het van belang wordt geacht om studievertraging te voorkomen of te beperken. Dit betekent dat tentamens zoveel mogelijk dienen plaats te vinden. Per vak en opleiding zal bekeken moeten worden welke onlineopties passend zijn. Proctored tentamineren is een van die opties.
Privacy is een belangrijk aandachtspunt waar universiteiten rekening mee houden. De privacy van studenten die deelnemen aan een tentamen middels proctoring software, wordt bij Nederlandse universiteiten geborgd op de volgende manieren:

• “De gekozen software en zijn leverancier worden geanalyseerd en op AVG-vereisten gecheckt.
• De universiteiten sluiten een verwerkingsovereenkomst af met de leverancier van de software. Hierdoor wordt het gebruik van de persoonsgegevens beperkt tot het surveilleren bij een tentamen. Tevens worden afspraken gemaakt over opslag, bewaartermijnen en beveiliging van de persoonsgegevens. Dit alles heeft ten doel om de universiteiten in controle te laten blijven over de persoonsgegevens. Studenten worden geïnformeerd over het gebruik en de werking van de proctoring software. De persoonsgegevens zullen niet langer bewaard worden dan noodzakelijk.
• De persoonsgegevens die verzameld worden door de proctoring software zullen enkel en alleen worden gebruikt voor het doel waarvoor ze zijn verzameld, te weten het opsporen van mogelijke fraude tijdens een tentamen.”

NB. Privacyrisico analyse door SURF
In opdracht van SURF is recent een analyse uitgevoerd op basis van de beschikbare documentatie van drie online proctoring software aanbieders. Het betreft de online proctoring software van de aanbieders Proctorio, ProctorExam en RPnow. 

Letter from Thom Palstra, Executive Board

Note: this is important information about the BSc/MSc separation. Please forward it to your teachers, study advisors, educational support and examination boards. Students for whom this is relevant will be informed in a separate mailing.

Usually, a student first completes his Bachelor's or Pre-master’s programme before moving on to a Master's programme. This is called the BSc/MSc separation which is settled by law. This special situation that we are in at the moment could prevent a student from continuing on to a Master's programme because not all courses can be offered. There is nothing a student can do about this situation. That is why all Universities took measures to minimize the study delay as much as possible. In other words: the Ministry of Education, Culture and Welfare (OCW) has converted the BSc/MSc separation into a BSc/MSc separation with temporary softer requirements. This applies legally to the academic year 2020-2021 and can also be used for Q4 of this academic year.

In general: these temporary soft requirements BSc/MSc separation only apply to third-year Bachelor’s and Pre-master students who are already enrolled at the University of Twente.

The guiding principles specific for UT Bachelor’s students are:

• Bachelor students can be conditionally admitted to the Master's programme if a maximum of 30 EC of the Bachelor’s programme is still open;
• The Bachelor's programme must be completed before 1 September 2021;
• The Bachelor's thesis must be completed before the Master's thesis is started (relevant for 1-year Master's programmes);
• Master's programmes can set extra requirements for admission, for example B1 and B2 completed in full or exclusion of certain courses;

The guiding principles specific for UT Pre-master’s students are:

• Pre-master students can be conditionally admitted to the Master's programme if a maximum of 6 EC of the Pre-master programme is still open;
• Master's programmes may have additional admission requirements (e.g. exclusion of certain courses);
• The Pre-master programme must be completed before 1 March 2021.

For the upcoming academic year (2020-2021), the requirements will be enhanced with the possibility for students to transfer between different universities and between HBO bachelor and university. We expect to inform you before 15 May 2020.

New document by the CCOW: Guidelines final qualifications (April 2020)

The corona crisis has major consequences for the way in which we can provide our education. The CCOw (Commissie Corona Onderwijs / Corona Education Committee) was established and is tasked with supporting the regular processes in the UT organisation as much as possible and providing advice at UT level to solve some of the most prevalent problems. Several sub-committees have been formed to deal with various questions and problems that are currently looming. A sub-committee (Kernteam Richtlijn omgang eindtermen) was asked to investigate the implications of the current situation for students' possibility of achieving the established (as described in the EER's) final qualifications (eindtermen) of the educational programmes. The committee was also asked to investigate what measures can be taken to enable students to complete their studies and to guarantee that they have achieved the intended learning outcomes on programme level. This may imply considering and adopting alternative forms of education and testing for the time being. 
The document Guidelines final qualifications (April 2020) sets out the findings and recommendations. NB. This is dynamic information. Each programme of study is different and requires different solutions and advice. New ideas, solutions and advice will be added in the near future.

The Ministry of Education, Culture and Science has published an update of the service document update van het servicedocument on the impact of the coronavirus on higher education, after consultation with, among others, the VSNU.  
VSNU has published the following messages regarding higher education:

Solution Bachelor Master's transition
Due to the so-called 'harde knip' between Bchelor and Master, students can in principle only start their Master when they have completed their Bachelor's degree. In order to minimize study delay in the transition from Bachelor to Master for students due to corona measures, universities are asked to look for solutions. A 'one size fits all' solution is not possible. Before 15 May, all universities will provide prospective students with clarity about the conditions for intake in the academic year 2020-2021. Solutions that can be considered are for instance: creating an extra intake moment, or admitting students under the condition that they have completed their Bachelor's degree before a certain date.

Possibility to raise numerus fixus numbers
Due to the corona crisis, the expectation is that the group of (international) students who apply for a course with a numerus fixus, but ultimately do not start the course, will be larger than normal. Institutions have been given the opportunity by the Ministry of Education, Culture and Science to issue more placement certificates for a numerus fixus programme than the available capacity allows.

Language tests
The universities maintain the requirement that prospective students must have successfully completed an English language test. It has been agreed with the Ministry of Education, Culture and Science that existing tests can be administered online, so that all prospective students will be able to complete a language test on time.  This option will be particularly relevant for students from outside the EER.

Digital examinations
Many university programmes have taken digital exams in recent weeks. This happened, for example, at Delft University of Technology, which also created a guide for taking digital oral exams.

Corona-update VSNU 8 april: doorstroom bachelor-master, numerus fixus, taaltoetsen

Het ministerie van OCW heeft, na overleg met onder meer de VSNU, een update van het servicedocument over de gevolgen van het coronavirus voor het hoger onderwijs gepubliceerd.  
Een samenvatting van de VSNU berichtgeving voor zover het onderwijs betreft:  

Oplossing doorstroom bachelor-master
Door de zogenaamde ‘harde knip’ tussen bachelor en master kunnen studenten in beginsel pas aan hun master beginnen wanneer zij de bachelor hebben afgerond. Om studievertraging in de overgang van bachelor naar master voor studenten als gevolg van corona-maatregelen zoveel  mogelijk te minimaliseren worden universiteiten gevraagd naar oplossingen te zoeken. Een ‘one size fits all’ oplossing is niet mogelijk. Alle universiteiten zullen voor 15 mei per wo-masteropleiding aan aspirant-studenten duidelijkheid bieden over de voorwaarden voor instroom in het studiejaar 2020-2021. Er kan gedacht worden aan oplossingen als: het creëren van een extra instroommoment, of het toelaten van studenten onder de voorwaarde dat zij voor een bepaalde datum de bachelor hebben afgerond.

Mogelijkheid ophogen plekken numerus fixus
Door de coronacrisis is de verwachting dat de groep (internationale) studenten die zich aanmeldt voor een opleiding met een numerus fixus, maar uiteindelijk niet start met de opleiding, groter zal zijn dan normaal. Instellingen hebben vanuit het ministerie OCW de mogelijkheid gekregen meer plaatsingsbewijzen uit te schrijven voor een numerus fixus opleiding dan de beschikbare capaciteit toelaat.

Taaltoetsen
De universiteiten houden vast aan de eis dat aankomende studenten een Engelse taaltoets met succes moeten hebben afgerond. Met het ministerie van OCW is afgesproken dat er online varianten van bestaande toetsen worden ingezet, zodat alle aankomende studenten in staat zijn tijdig een taaltoets af te ronden.  Deze optie zal vooral relevant zijn voor de studenten van buiten de EER.

Digitale tentamens
Bij veel universitaire opleidingen zijn de afgelopen weken digitale tentamens afgenomen. Dit gebeurde bijvoorbeeld op de TU Delft, die ook een gids creëerde voor het afnemen van digitale mondelinge tentamens.

Het ministerie OCW heeft een “servicedocument” opgesteld om hoger onderwijsinstellingen handreikingen te bieden in de huidige Corona-crisissituatie.  Het document wordt aangevuld wanneer nieuwe informatie beschikbaar is. 
Het uitgangspunt bij de handreiking is om de nadelige effecten voor studenten van de coronamaatregelen zoveel mogelijk te beperken.

Hieronder worden de onderwerpen aangegeven die in dit document worden besproken en als relevant of interessant worden gezien voor UT examencommissies. De belangrijkste punten worden er per onderwerp uitgelicht. NB. Onderstaande tekst vormt een beperkte samenvatting. Voor een volledig en accuraat overzicht wordt uitdrukkelijk verwezen naar het oorspronkelijke document.  

Onderwerpen in het document

Tot en met 28 april geen onderwijsactiviteiten, inclusief toetsing, op locatie
In het document wordt aangegeven wordt wat wordt verstaan onder onderwijsactiviteiten en wat wel/niet is toegestaan.
Onderwijsactiviteiten worden gedefinieerd als alle georganiseerde activiteiten waarbij sprake is van een fysieke ontmoeting tussen docent(en) en student(en) op locaties van hoger onderwijs instellingen, inclusief instroom- en alumni-activiteiten. Onder onderwijsactiviteiten worden niet verstaan de verdediging van scripties en promoties in kleine kring (deze vinden wel als mogelijk online plaats) en (eind)examenactiviteiten waarbij fysieke aanwezigheid van de student nodig is. De algemene instructies van RIVM en GGD gehouden, zoals voldoende afstand van elkaar, gelden daarbij. Voor faciliteiten op de campus, zoals bibliotheken en onderzoeksruimten, kunnen instellingen zelf keuzes maken, mits die passen binnen de algemene instructies van RIVM en GGD.  De locatie(s) van onderwijsinstellingen kunnen ook open blijven om studenten te faciliteren, die thuis geen gebruik kunnen maken van afstandsleren en dus een beroep willen doen op leer- en ICT-faciliteiten van de instelling.
Het onderwijs vindt zoveel mogelijk doorgang op andere manieren, met name door afstandsonderwijs.

Onderwijsactiviteiten buiten het gebouw kunnen doorgang vinden.
Hierbij kan gedacht worden aan stages en (afstudeer)projecten bij instellingen en bedrijven. De besluiten/het beleid van de ontvangende organisaties worden daarbij opgevolgd en e.e.a. indien

Internationale mobiliteit - studenten en personeel in het buitenland
In het document wordt aangegeven hoe kan worden omgegaan met de eigen studenten en medewerkers die in het buitenland zitten. Vanuit de instelling geldt een zorgplicht. O.b.v. de eigen instellingsregels, wat er contractueel is afgesproken,  RIVM-adviezen en het algemene reisadvies van het ministerie van Buitenlandse Zaken (BZ) en de individuele situatie van de persoon in kwestie, zal gekeken moeten worden wat er gedaan kan of moet worden. De instelling wordt geacht zich maximaal in te spannen om nauw contact te houden met studenten in het buitenland en hen van de juiste informatie te voorzien als het gaat om het continueren van het volgen van onderwijs in het buitenland en een eventuele terugkeer naar Nederland.
Een instelling kan ervoor kiezen studenten die vanwege gezondheidsrisico’s moeten terugkeren naar Nederland en hiertoe geen toereikende middelen hebben, daarin te ondersteunen. Het ministerie van BZ speelt een rol in het realiseren van de terugkeer naar Nederland voor personen die in het buitenland vastzitten, waaronder studenten.  OCW heeft een contactpersoon ingesteld die voor zowel studenten als personeel als liaison tussen de koepels en BZ functioneert.  

Internationale studenten die in de problemen komen door studievertraging en duur van de verblijfsvergunning
In het document wordt uitvoerig op dit punt ingegaan. Om goed inzicht te krijgen in alle maatregelen en mogelijkheden wordt aangeraden het oorspronkelijke document te lezen.
Problemen gelden er met name voor studenten uit derde landen die vanwege corona(maatregelen) studievertraging oplopen, met als gevolg dat zij niet tijdig het aantal studiepunten kunnen behalen dat is vereist om de verblijfsvergunning te behouden. Een instelling moet de studievoortgang van buitenlandse studenten met een verblijfsvergunning registreren en onvoldoende studievoortgang melden bij de IND. Melding is niet vereist wanneer sprake is van een verschoonbare reden voor de vertraging. Studievertraging als gevolg van corona levert een verschoonbare reden op voor die studievertraging. In het document wordt aangegeven dat een instelling de verschoonbare reden voor een groep studenten gelijktijdig kan constateren. Net als in de reguliere situatie wordt in het individuele dossier van de student deze verschoonbare reden vastgelegd.
Voor studenten die door de huidige situatie de studie nog niet afgerond hebben maar voor wie de verblijfsvergunning afloopt, kan door de instelling een verlengingsaanvraag worden ingediend. Indien  verlenging niet wenselijk of mogelijk is moet men Nederland verlaten.

Instroom internationale studenten en de taaltoets
Voor internationale studenten geldt dat zij doordat testcentra door coronamaatregelen gesloten zijn, mogelijk niet in staat zijn tijdig een taaltoets Engels af te leggen. Tijdelijk wordt de mogelijkheid geboden om de online varianten van bestaande toetsen (die al genoemd worden in de gedragscode internationale student) af te leggen. Hieraan wordt door de landelijke commissie gedragscode internationale student nadere invulling aan gegeven. Tevens wordt de mogelijkheid verkend dat de talencentra van hoger onderwijs instellingen de betreffende digitale toetsen afnemen bij aankomende studenten. Zij doen dat niet voor de studenten die zich voor opleidingen hebben aangemeld van de instelling waar ook het betreffende talencentrum aan verbonden is. 

BSA
Al eerder is afgesproken dat universiteiten en hogescholen eerstejaarsstudenten die door de coronamaatregelen studievertraging oplopen en als gevolg daarvan de norm van het bindend studieadvies (bsa) niet halen, de mogelijkheid krijgen de bsa-norm te halen in het volgend studiejaar. 

Aanmelding en studiekeuzecheck
De reguliere aanmelddeadline voor studenten (1 mei) wordt verschoven naar 1 juni.
Er geldt een inspanningsverplichting voor instellingen om zoveel mogelijk te kijken naar mogelijkheden om de studiekeuzecheck te laten plaatsvinden, bijvoorbeeld door het afnemen van een digitale toets, een vragenlijst met een telefonisch gesprek of andere studiekeuzeactiviteiten waarvoor de student niet fysiek aanwezig hoeft te zijn. 

Toelating 

• In het voortgezet onderwijs vindt geen centraal examen plaats, maar wordt er wel een volwaardig diploma uitgereikt met cviel effect.
• Hogescholen en universiteiten krijgen de ruimte om af te wijken van de eis dat een bacheloropleiding moet zijn afgerond voorafgaand aan deelname aan een masteropleiding. De universiteiten spannen zich – met diverse maatregelen en per opleiding – in om te voorkomen dat studenten, die door de Coronamaatregelen in de laatste fase van hun bacheloropleiding vertraging oplopen, vast komen te zitten tussen een bachelor- en masteropleiding. Uiterlijk voor 15 mei 2020 communiceren alle wo-masteropleidingen aan aspirant-studenten wat de voorwaarden zijn voor instroom in masteropleidingen in het studiejaar 2020-2021. Zij besteden daarbij extra aandacht in de communicatie naar studenten van buiten de eigen instellingen zoals hbo-studenten. WO-masteropleidingen kunnen er bijvoorbeeld voor kiezen dat studenten mogen deelnemen aan de master onder de voorwaarde dat zij, binnen een door de masteropleiding te bepalen termijn, hun bacheloropleiding alsnog afronden. 
• Door de coronacrisis is de verwachting dat de groep (internationale) studenten die zich aanmeldt voor een opleiding met een numerus fixus, maar uiteindelijk niet start met de opleiding, groter zal zijn dan normaal. Een instelling mag in de huidige situatie meer plaatsingsbewijzen uitschrijven voor een numerus fixus opleiding dan de beschikbare capaciteit toelaat.

(Decentrale) selectie (BA en MA)
Voor de AD- en bacheloropleidingen zouden de instellingen vóór 15 april  de selectieprocedure moeten hebben afgerond.  Instellingen hebben in deze uitzonderlijke situatie de ruimte om deze datum op te schuiven, naar uiterlijk 15 juni. Indien daarvoor gekozen wordt, zullen er geen selecties plaatsvinden gedurende de periode van de eindexamens vo. Instellingen dienen hierover goed te communiceren, zodat studenten er nog voor kunnen kiezen om zich zekerheidshalve voor 1 juni aan te melden voor een opleiding zonder selectie.
Voor de afronding van de selectieprocedures in de master geldt geen landelijke deadline. Een opleiding kan een beslissen alternatieve selectieprocedures in te richten, indien dit noodzakelijk is door het coronavirus.  

CBHO
Er kunnen geen zittingen via video conferencing / conference call plaatsvinden.  CBHO volgt de lijn van de Raad van State en er zullen geen CBHO zittingen plaatsvinden van 17 maart t/m 28 april 2020.    Het CBHO werkt wel door en eventuele spoedzaken zullen wel behandeld worden. Hierover kan contact worden opgenomen met CBHO. Indien partijen daar toestemming voor geven kan CBHO ook uitspraak doen zonder dat de zaak op zitting komt. Door CBHO wordt contact opgenomen met partijen over nieuwe data voor vervallen zittingen. 

Accreditatie
Alle Nederlandse beoordelingsprocedures onder regie van de NVAO en daarmee samenhangende visitaties en locatiebezoeken worden opgeschort t/m 28 april 2020. Opleidingsvisitaties kunnen langer duren of worden uitgesteld.  Over de procedure rondom TNO vindt nog overleg met de NVAO plaats.
Voor de accreditatie van bestaande opleidingen geldt een voor de opleiding vastgestelde inleverdatum. Instellingen zijn zelf verantwoordelijk voor de organisatie van de visitatie en kunnen, in overleg, dus ook zelf besluiten om een visitatie en locatiebezoek op te schorten.
Voor opleidingen met een inleverdatum 1 november 2020 wordt voorzien in een (uiterste) verlenging van de inleverdatum van 1 jaar. OCW registreert dit in het Croho. Instellingen hoeven hier geen actie voor te ondernemen. Mogelijk zal de verlenging ook worden ingesteld voor opleidingen met inleverdatum 1 mei 2021. Onderzocht wordt of verlenging van inleverdata van grote clusters van opleidingen piekbelasting op een later moment kan voorkomen. Op de website van de NVAO zal worden voorzien in actuele informatie over de aangepaste procedures.

The issuance of the Binding Study Advice (BSA) is done by the Programme Board (opleidingsbestuur), not the Examination Board. Nevertheless, for information purposes, some exlanation about the course of events surrounding the issuance of the binding study advice for the current cohort 2019-2020.  

An addendum to the Education and Examination Regulations (OER) for Bachelor's programmes describes how the UT deals with the BSA for cohort 2019-2020.

Because of the Corona virus, in the study year 2019-2020, the final recommendation on the continuation of study of all first-year students who do not meet the BSA standard per 31 August 2020, will be postponed automatically. This postponed advice means that these students will have the opportunity to still meet the BSA standard in the academic year 2020-2021. This group will receive extra, non-binding, interim advice and will be invited by the study advisor for a discussion on the question whether it is wise to continue the study programme.
Meanwhile the programmes will do everything they can to ensure that education and testing continue digitally so first-year students will be able to complete modules 3 and 4 in time for this academic year.

The UT bases her decision on the guidelines of the Dutch Ministry of Education, Culture and Science. Following consultation with the VSNU and other parties, the Ministry of Education, Culture and Science published March 19^th a letter to the Dutch Parliament with an attached service document in which four subjects are addressed:  teaching activities, examinations and internships; application and selection; binding study advice; students abroad and international students.

The "Kernteam Online Tentamens" (Team Remote assessment), chaired by Stephan van Gils, has - at the request of the CCOW (Commissie Corona Onderwijs / Committee to coordinate education during Corona crisis) - issued a UT framework for Remote Assessment during the Covid-19 crisis. The framework is intended for the UT in general. For students, the assessment policy is explained on this central website.
The framework was approved by the Central Crisis Team and Executive Board on April 1st. The agreements and guidelines are recommended but are not made mandatory.

The framework outlines the direction to follow at present. It concerns, in particular, the remote taking of written tests. In the document it is stated that coming up with guidelines and suggestions is an ongoing process and that insights can change depending on how the world around will change.  
The guidelines are presently mainly aimed at checking the reliability of the work submitted. To ensure that grades are rightly awarded.  
To make new ways of working possible, an addendum of the EERs (MSc and BSc) is needed to inform students about their rights and duties under the given circumstances.  

Besides the guidlines, the Kernteam also developed:

Request form: for lecturers to inform the examination board about their plans for a
assessment.

In order to deal with the Coronavirus situation, at the start of the crisis a structure has been set up with an institution-wide crisis team (CCT, Central Crisis Team) and a committee to coordinate all processes concerning education and student welfare (CCOW, Commissie Corona Onderwijs). To support the CCOW several teams (Kernteams) has been formed with representatives and experts from within the university to tackle specific topics and to draw up guidelines were necessary. For an overview of all the teams look [here].

20/5/2020 Update working groups CCOw
A new working group has started to design our education in the new reality we’re facing: the so called 1.5m University. For now, the working group consists of Ciano Aydin (chair, BMS), Stephan van Gils (EEMCS), Irene van der Ploeg (MC), Marloes Letteboer (SP), Lisette Woud (SP), Jan Evers (LISA), Lisa Gommers (ET), Katja Haijkens (TNW), Arend Rensink (EEMCS), Pieter Rotteveel (CES), Hans Punt (CES) en Karin Slotman (CES).
The committee explicitly asks for constructive ideas. 

The working groups regarding ‘online education’ and ‘online examination’ have successfully completed their tasks and are discontinued. The other working groups (student wellbeing, central regulations and programme aims) continue with their activities under the CCOw.
