INVESTIGATION INTO FUNCTIONING OF NATIONAL CRISIS MANAGEMENT ORGANISATION FLIGHT MH17

The first sub-study of the evaluation dealt with the functioning of the national crisis management organisation around flight MH17 between 17 July 2014 and 8 September 2014. For the purpose of this investigation, many documents were analysed.1 In addition to open sources, these include the state secret reports of the Interdepartmental Committee on Crisis Management (ICCb) and the Ministerial Committee on Crisis Management (MCCb), confidential evaluations of departments and confidential logbooks of various organisations. In addition to document analysis, we conducted 46 interviews with key crisis management stakeholders, including all involved (former) ministers, top officials and officials from government, aid and aviation sectors.
