Performance based funding and performance agreements in fourteen higher education systems

This report, commissioned by the Netherlands Ministry of Education, presents an overview of fourteen higher education systems where some form of performance-based funding (PBF) is in place. In particular, it looks at systems of Performance Agreements between individual higher education institutions and their ministry of education or funding council. The countries covered are: The Netherlands, Austria, Germany (North-Rhine Westphalia and Thuringia), England, Scotland, Ireland, Denmark, Finland, Australia, Hong Kong and the USA (Tennessee, Louisiana, South Carolina).
