Funding higher education in Flanders - Analysis and policy recommendations

This project, carried out for the Flemish Department of Education & Training, addresses the recurrent government funding of Flemish colleges and universities.

Summary

The central question for the project is "What is the most efficient way of funding higher education institutions, and which alternative financing criteria can contribute to a more effective use of resources, in favour of maximum educational quality, while guaranteeing equal access opportunities for all students?".

The research question will be answered by means of an analysis of the current situation, an (international) literature review, expert interviews, focus group discussions with higher education representatives, and projections on the basis of a simulation model. The project will also provide a number of alternatives for the funding of the system to be used in further decision-making.

Team

The project started on November 1, 2023 and will be completed by mid-2024. The research team consists of researchers from IDEA Consult (Wim Van der Beken, Kristof Mertens, Ditte Kimps and Dune Daniels) and CHEPS-KiTeS, University of Twente (Ben Jongbloed and Frans Kaiser).
