World Bank Reimbursable Advisory Service on Higher Education Financing in Latvia
This project entailed a World Bank assignment on financing of higher education in Latvia between December 2013 and September 2014. First of all, the strengths and weaknesses of Latvia’s existing funding system were analysed. This analysis was based on criteria for “good funding models” derived from international practice of funding in higher education. Many Latvian higher education stakeholders were interviewed. The second part of the study, focused on the alignment of the current funding model with the strategic policy objectives specified by the Ministry of Education and Science (MoES). Based on the findings, an advice was formulated on the development of a new higher education financing model in Latvia, integrating incentives that stimulate quality and performance of higher education institutions, faculties and academics.
