Funding Higher Education in the Netherlands: cost drivers and funding models
This research project was undertaken for the Ministry of Education in the Netherlands. The report (in Dutch) presents an inventory of the funding challenges that individual universities and universities of applied sciences are facing and asks the question what reforms in the national resource allocation model the Dutch higher education institutions would like to see implemented to deal with the challenges and perceived financial bottlenecks. An important question is whether the national allocation model would need to be adjusted – for instance to bring funding rates more in line with the underlying costs of education and research. Against this background, CHEPS presents a number of variants of the current national resource allocation system. An analysis is made of whether these variants remove the perceived bottlenecks and what the variants imply in terms of budget redistributions across the Dutch higher education institutions.

In Dutch: Bekostiging van Hoger Onderwijs: kostendeterminanten en varianten
Het doel van het onderzoek “Bekostiging van Hoger Onderwijs: kostendeterminanten en varianten” (uitgevoerd in opdracht van het Ministerie van OCW) was te onderzoeken of de financiële knelpunten die door universiteiten en hogescholen worden gevoeld kunnen worden weggenomen met een aanpassing van de huidige bekostigingssystematiek. Het onderzoeksrapport presenteert een aantal varianten van het huidige bekostigingssysteem. Geanalyseerd wordt of deze varianten de gevoelde knelpunten wegnemen en met welke herverdeling van budgetten dit gepaard gaat. Het CHEPS-rapport vormt het uitgangspunt voor de adviescommissie bekostiging hoger onderwijs (onder leiding van Martin van Rijn).
