The government expects more and more of citizen participation and the pro-active citizen. Although this is partly the result from financial cutbacks in the public domain, it is also related to a changing view on society. The government wants to encourage self-efficacy when particular crisis situations occur, such as power failure, ICT failure, failure of other utilities, or in case of flooding. The UT participates in several projects to explore the ways in which citizens can be more actively involved in their own environment, e.g. within and through their own community; through internet and social media, through participatory methods, or through mobility enhancing measures.
