The 7th RCEC Workshop on Item Response Theory and Educational Measurement will be held at the University of Twente in Enschede from Tuesday, October 31th, through Thursday, November 2th, 2017. The workshop will start with a 1-day seminar by Cees Glas: Maintaining standards of high-stakes test: real-life problems and IRT solutions.
Attendants are invited to present their work during the second and third day of the workshop.
The keynote speaker, Cees Glas, is full professor at the Department of Research Methodology, Measurement and Data Analysis, of the Faculty of Behavioural Science of the University of Twente in the Netherlands. The focus of his work is on estimation and testing of latent variable models in general and of IRT models in particular, and on the application of IRT models in educational measurement and psychological testing. He participated in numerous research projects including projects of the Dutch Ministry of Education (OCW), the Dutch National Institute for Educational Measurement (Cito, the Netherlands), the Law School Admission Council (USA) and the OECD international educational survey PISA. He serves as a member of the technical advisory committees of the OECD projects PISA and PIAAC. He will serve as president of the Psychometric Society in 2018.
Published articles, book chapters and supervised theses cover such topics as testing of fit to IRT models, Bayesian estimation of multidimensional and multilevel IRT models, modeling with non-ignorable missing data, concurrent modeling of item responses and response times, concurrent modeling of item response and textual input, and the application of computerized adaptive testing in the context of health assessment and organisational psychology.

Seminar by Cees Glas: Maintaining standards of high-stakes test: real-life problems and IRT solutions.
A number of years ago, the Dutch government opened the market for offering final examinations in primary education in the Netherlands (Dutch: Eindtoets Basisonderwijs). At the moment, 6 test providers are offering such examinations. Questions arise about how to maintain standards.
The presentations in the seminar pertain to psychometric problems that present itself in such real-life high-stakes situations and the solutions developed to solve such problems. Topics covered include estimation of the reliability of examinations based on a combination of tests, linking and equating across yearly cycles and test providers, norming, sample weighting and adaptive testing in examination situations. The presentations will be accompanied by demonstrations of software applications.
Participants are invited to present papers themselves. The topic of these papers have to be related to the broad area of Item Response Theory and Educational Measurement. Please fill in the (preliminary) title of your presentation in the registration form.
You can register here for the workshop. Please register as soon as possible.
Participation fees are € 400,-. for course and the workshop. Lunches, a social event and the workshop dinner are included in the fee. It is also possible to attend only the course (€ 200) or the workshop (€ 300).
