Drought is more than a problem of hot summers. It affects agriculture, nature, drinking water supplies and the economy. But it also affects the choices we make about land use, policy and the way we live in a changing climate.
More than a lack of rain
Drought may seem straightforward: too little rainfall. In reality, however, it is far more complex. Dry periods do not only affect the amount of water available. They also change soils, ecosystems, food production and living environments. Some impacts become visible immediately. Others develop gradually and continue to affect communities and ecosystems for years.
“Drought is a creeping crisis,” says UT researcher Lara Wöhler. “You often do not know exactly when it starts. You keep waiting for rain, while the situation gradually becomes worse.” That is precisely why drought requires more transdisciplinary approaches and solutions. Within the UT Climate Centre’s coalition for drought and water scarcity, researchers from the five UT faculties combine their expertise. They look beyond climate and water alone, exploring technology, governance, behaviour and societal resilience.
The key question is not only how much water is available. It is also about how decisions are made, who is affected most and how we prepare for a future in which drought events become more frequent.
What can we do about drought?
Researchers are exploring a range of possible solutions. One example is the so-called sponge approach. The idea is simple: retain as much water as possible during wet periods so that it remains available during dry periods.
“We expect winters to become wetter and summers to become drier,” says Wöhler. “That is why we are looking at ways to store and buffer water during wet periods for later use. It will not solve the problem completely, but it can help reduce the impacts.”
Technical measures alone, however, will not be enough. “It is always about the interaction between what is technically possible and the changes people are willing to make,” says Wöhler. That is why researchers connect technical knowledge with insights from policy, governance and human behaviour from both science and from regional stakeholders. Even the best solutions will have little impact if governments, business and civil society do not work together.
The impacts are closer than you think
For Wöhler, drought is no longer a future scenario. Conversations with organisations and residents in the region show that its impacts are already being felt. One farmer she met had struggled through several dry summers. Eventually, the farmer decided to move away from dairy farming and switch to hemp production, a crop that requires less water.
Some consequences are less obvious. During a workshop, a representative from the tourism sector explained how drought could threaten historic castles and country estates. Many of these buildings stand on old wooden foundations that have remained underwater for centuries. When water levels drop and the wood becomes exposed to oxygen, it begins to decompose.
“I would never have thought of that example myself,” says Wöhler. “But once someone explains it, you realise how wide ranging the impacts of drought really are.” The example illustrates an important point: drought affects far more than agriculture and nature. It can also have consequences for cultural heritage, recreation and regional economies.
Living with drought requires new choices
The Netherlands has a long history of water management. Yet a different climate demands a new way of thinking. We need to do more than respond to drought when it occurs. We need to look ahead, collaborate across disciplines and sectors, deal with uncertainty and consider difficult questions. Who gets access to water when it becomes scarce? Which systems are most vulnerable? How do we build resilience into how we manage and consume water?
According to researchers, that starts with seeing drought differently….not as a temporary seasonal problem, but as a large-scale societal challenge that requires collaboration between scientists and stakeholders. “The current system of managing and consuming water cannot remain the same,” says Wöhler. “We do not yet know exactly what a water-resilient future will look like. But we do know that change is needed. That means finding new ways of working together, making different choices and sometimes letting go of practices we have become accustomed to.”
The question is not whether dry seasons will return. The question is how well prepared we will be.
