Advising bodies counsel the European Commission on actions to be taken, from legal conventions to call topics. Although their creation was supported by the Commission, they act as independent organisations. Some are loose networks that gather in annual meetings, while others have established legal structures with membership fees.

Advising the European Commission on research and innovation issues are the European Technology Platforms (ETPs) and the European Innovation Partnerships (EIPs). Specifically, they work on developing and updating agendas of research priorities on particular sectors. These agendas are a crucial input in the definition of European research funding schemes.
