Programme Director's toolbox

As a Programme Director, you are responsible for a wide range of activities that contribute to the quality, development, and success of your programme. To support you in this role, we have developed this toolbox.

The toolbox provides an overview of your key responsibilities, practical guidance, and links to relevant resources. Its structure follows the Programme Director task description, as established by the Executive Board in December 2025.

Key Responsibilities

You have nine key responsibilities as a Programme Director. Below you can find more information about each of your responsibilities.

Effective programme leadership also requires personal leadership and professional development. Therefore, we have included a tenth theme: Develop yourself as an educational leader.

We hope this toolbox will serve as a practical and valuable resource in your work as a Programme Director.

Official regulations

In this toolbox we will often refer to official regulations that apply to your position:

  • The WHW – Wet Hoger Onderwijs en Wetenschappelijk Onderzoek (in English: HERA – Higher Education and Research Act). The WHW is the legal framework of higher education in the Netherlands. When applicable, we refer to specific articles of this law. See WHW (in Dutch only)
  • The EER – Education and Examination Regulation (in Dutch: OER, Onderwijs en Examen Reglement). This is the formal regulation of education for your faculty and your programme. In this toolbox we will often indicate the specific article, if possible. Please note: this will only be for Bachelor as these EERs have a standard structure. Please consult your own Master EER for the applicable articles.
