Starting January 1st 2020, the University of Twente will shift from the Central and Local Government Personnel Act towards the Dutch labour law. This is in response to the ‘Act on the Normalisation of the Legal Status of Civil Servants’ (‘Wet Normalisering Rechtspositie Ambtenaren’ or WNRA). This means that starting January 1st 2020 all new employees at the UT will obtain a two-way signed contract of employment.
If you want to employ a new employee starting January 1st 2020, then both parties have to sign the new contract of employment before the starting date. This entails, even more than currently, that all relevant matters have to be arranged on time. If the contract of employment is not signed by both parties before the starting date, then the new employee cannot start his new work.
