Professional charter for business controllers


The Business Control department has issued the professional charter to inform the support services how the department defines Business Control and how a business controller of the Finance service unit goes about their work at the University of Twente. The charter also forms part of the general Finance development plan, in which Business Control has been introduced as a new area of activity.

Business Control is the system of measures that the company as a whole applies to keep the company on course within the parameters of risk appetite. The business controller plays the role of navigator here.

This charter is based on the three core values of Finance:
Accessible – Transparent – Client-oriented

The most important characteristics to be demonstrated by the business controller at the University of Twente are:
analytical ability, collaboration and sense of involvement with the client.

We ensure that we achieve the requisite form of Business Control by means of:
- recruitment
- peer coaching
- vision development
- behavioural indicators and competences
- a focus on requisite skills
- actions by the business controller (familiarity with the focus area that they are supporting and advising on, ensuring reliable management information, contributing to the P&C cycle).

The following non-exhaustive summary gives examples of actions and behaviour that are characteristic of the business controller:

The business controller ensures reliable management information and consequently is aware of the relevant plans of the organization and its units. They advise management on rendering the set goals in a SMART manner.


The business controller contributes to the planning & control cycle by explaining the structure and functioning of the P&C cycle within the administrative unit. The business controller encourages management to look ahead and to organize in advance by helping to draw up multi-annual planning documents.
