Theo Toonen (1952) is Professor in Institutional Governance and Public Administration. He is currently (since April 2015) Dean of the Faculty of Behavioral, Management and Social Science (BMS) - The Faculty of Social Science and Technology at the University of Twente. He has been Dean of the Faculty of Technology, Policy/Governance and Management (TBM/TMP) of Delft University of Technology from March 2008 to April 2015 and Dean of the Faculty of Social and Behavioral Sciences of Leiden University from January 2003-January 2008.
Toonen defended his PhD at the Erasmus University (1987). In 1984 he has been the first Invited International Fellow at the Vincent and Elinor Ostrom (Nobel Laureate 2009) Workshop at the Indiana University, Bloomington. He has been long time European Associate Editor of Administration and Society (A&S) (1993-2015) after having served as the first European Editor on the Editorial Board of Public Administration Review (PAR, 1991/1992) and Member of the International Board of Policy and Politics. He served at the Faculty Board of the Faculty of Social Sciences at the Erasmus University (1979-1981), was Director International Programs Rotterdam-Leiden PA (1985-1992), Founding Director of the ERASMUS Public Administration Network (1989-1997), cofounder of the KU-Leuven European Masters of Public Administration (EMPA) program and Professor at the College of Europe, Bruges (1989-1993). Toonen has been member of the Steering Board of the Council of Engineering System Universities (CESUN; MIT-Boston) and Member of the Advisory Board of Stevens Institute of Technology (NJ) (2010-2016).
Theo Toonen has been (part-time) PA Consultant (Grotius Consultancy Holding) from 1993 to 2015 and personal policy advisor (on a non-partisan basis) to various Dutch Ministers and Cabinets on topics of local, regional, provincial and urban governance, European Public Affairs, decentralization of Social Assistance policy (LVO/TKB), public housing, (higher) education, new forms of supervision, regulation and administrative control, societal entrepreneurship and water governance. He has been member of the Governmental Advisory Board on Dutch Intergovernmental Relations (RBB; 1980-1984) and member of Governmental Advisory Board on Traffic, Physical Affairs and Infrastructure (RVW; 2007-2011), added member of the Dutch Council on Intergovernmental Finance (2011-2016) and of the Independent Advisory Committee Water (ACW;2004-2012) Chaired by HRH the Prince of Orange.
