International Mobility

Mobility outgoing - students, PhD and staff

For International Mobility, UT adheres to the advice of the Dutch government on international travel. All forms of International Mobility of students and staff to a destination with a travel advice code orange or red by the Ministry of Foreign Affairs, is restricted. In addition, UT does not issue scholarships in case of travel to orange or red destinations.

The current UT international travel restrictions related to Covid are extended until at least 1 July 2021. After this date, travel to green and yellow coded destinations is permitted. This is always subject to any (further) regulations and/or Covid-related travel advice by the Dutch government.

All forms of International Mobility of students and staff to a destination with a travel advice code orange or red by the Ministry of Foreign Affairs, is restricted. You may submit a request to the International Mobility Covid Committee (IMCC) for an exception to the general rule.

Preparation for International Mobility is possible. However, students and staff should be aware that these preparations (including, but not limited to, academic approval, learning agreements, scholarship applications) do not give the right to International Mobility, or a scholarship. In the end, travel is only allowed subject to the basic conditions above.

Please be aware of the following:

  • Situations, regulations, and travel advice may change due to Covid developments, even at late notice, for example: destinations may change from green/yellow to orange/red.
  • Costs incurred due to preparation for International Mobility that cannot take place, are not covered by UT.
  • There is no linkage between the decision of an Exam Board to grant credits for international activity and rights regarding scholarships and financial compensation related to international mobility.

In case of international mobility of staff to a green or yellow destination, she/he must confirm with her/his supervisor whether travel is essential for UT activities. Should this be the case, the costs related to Covid tests and quarantine are covered by the staff member’s own unit.

The Dutch Government has developed a practical tool that shows which rules apply to which country. The Dutch Government offers travellers the opportunity to get tested free of charge in July and August 2021. More information about this can be found on www.rijksoverheid.nl as of 1 July 2021.

Incoming international mobility to UT is permitted but is subject to national and UT Covid-related regulations and measures. Information on quarantine after travelling can be found through www.utwente.nl/quarantine.

  • If I arrive from another country, should I get tested and go into self-quarantine?

    Information on quarantine after travelling can be found through the quarantine roadmap

    Please take into account that, when you have to go into self-quarantine, you cannot visit our campus building and attend activities for, e.g. education and research during the quarantine period. Carefully plan your trip to arrive well in time to ensure that self-quarantine will not prevent you from participating in university activities when you arrive as a new student or return from a holiday or family visit abroad.

  • How can I travel from the airport to my accommodation to self-quarantine?

    The Student Union offers a pick-up service for prospective students. If you cannot use this service, you may take the train from Schiphol to Enschede. Be sure to avoid rush hour. Note that you must wear a face mask while travelling on public transport.

  • What can I do as an EU student to retain my Dutch study grant, even though I no longer meet the minimum requirement of 56 working hours per month?

    If you can prove that your situation has changed as a result of force majeure, you may be able to retain your Dutch study grant. You need a declaration from your employer stating that you are forced to work fewer hours or not at all as a result of the coronavirus. This declaration must clearly state the period it concerns. This option is also available to EU residents with a zero-hour contract.

  • My exchange programme has ended and I would like to return home, but I am not allowed to enter the country.

  • What should I keep in mind as an international student when returning to my home country?

    If you cannot travel as a result of the travel restrictions, contact the embassy of your country of origin to inform them of your desire to leave the Netherlands. Ask them if and how they can offer support. Inform your student adviser about the situation.

  • What should I do if I wish to leave or have left the country as a non-EU student (all BMS, EEMCS, ET or S&T programmes and BSc-ATLAS)?

    If you have left the country and terminated the rental contract for your accommodation, contact the visa office if you have not already done so. Visa office must inform the IND that your departure is temporary and not final. If you neglect to contact the visa office, your residence permit may be revoked.

  • What should I do if I wish to leave or have left the country as a non-EU student (ITC MSc student)?

    For students of the ITC faculty: If you have left the country and terminated the rental contract for your accommodation, contact the visa office if you have not already done so. ITC Student Affairs must inform the IND that your departure is temporary and not final. If you neglect to contact ITC Student Affairs, your residence permit may be revoked.

  • I have left the country. Can I come back, even though the borders have been closed? What if I am not a Dutch citizen?

    If you have a valid residence permit, you can return to the Netherlands. It is important to check up-to-date travel information and medical restrictions, given that you may face restrictions in the country you are departing from, any transit countries you pass through and when entering the Netherlands.   • My residence permit has been cancelled and I cannot leave due to the coronavirus; can I stay here longer?

    Consult the website of the IND for the most up-to-date answer to this question. Send a message to student-visa@utwente.nl to inform them about your situation.
