Through the Rwanda Digital Acceleration Project funded by the Work Bank and Asian Infrastructure Investment Bank (AIIB) the government of Rwanda will offer study bursary loans to Rwandans to persue their higher education in highly priority and specialized skills at Master's and PhD level.

Interested candidates should submit the following application documents:
- application letter addressed to the Director General of HEC, clearly indicating the programme applied for and stating the relevance of the programme to Rwanda, as well as how they would use a tech-enabled solution to solve problems in Rwanda
- unconditional admission letter for candidates stating the name of the course and the duration of study
- national ID or valid passport
- curriculum vitae
- a passport size photograph
- notarised copies of academic certificates and transcripts
- a personal statement (in English, maximum 1000 words) outlining academic background, work experience, achievements, and career plans
- recommendation letters (two letters) - these can come from the candidate's employers(s) and/or academic supervisor
- recommendation letter from the applicant's employer
- certfified degrees and transcripts of the previous degrees for masters
- a study plan or research proposal (minimum 500 words)
- applicants must apply for programmes related to their previous academic qualifications
- applicants are required to select one (1) programme from the list of forty (40) eligible universities (see list on HEC website)
- only complete applications will be considered.
Scholarship value
The scholarship covers tuition fees, accommodation, living allowance, international travel, local transport within China, and medical insurance.

Application requirements
Prospective candidates must meet, at a minimum, the following criteria:
- Admission: being admitted to a local or an international university. The student should be able to present proof of an unconditional admission letter.
- Academic excellence: having completed a bachelor's degree with at least 2nd class upper division.
- Working experience: being employed or having a work experience of at least three years with a good track record and demonstrated passion in the advanced ICT sector.
- Recommendation letter: recommentation letters (two letters) - these can come from either candidate's employer, or academic supervisor.
- Candidate should have never completed another master's degree in the previous years and should not be enrolled in either master's or PhD elsewhere.
