Background

Pierre Padilla is a Consultant-Researcher in Innovation and Competitiveness. He is also a PhD candidate in Governance of Knowledge and Innovation at the University of Twente (NL), promoted by Stefan Kuhlmann and Erik Arnold, and supervised by Gonzalo Ordóñez-Matamoros.

Research

His PhD research deals with the role of strategic intelligence in transnational policy learning. His policy case is the Small Business Innovation Research Program and its transfer from US to EU. In 2013 Pierre was a Visiting Scholar at the Center for International Science and Technology Policy – The George Washington University’s Elliott School of International Affairs. In 2014, he also was a visiting scholar at the Manchester Institute of Innovation Research (MIoIR - Manchester Business School) and Ecorys UK (London). He also reviews for the scientific journal Research Policy.

Pierre has experience in evaluation practice and evaluation training (intro, TBE, CA...); he also lectured on innovation policy evaluation (Institute of Political Studies, Lyon-France). His expertise covers M&E, strategy design, benchmarking, IA, governance and socio-economic/policy analyses. He has been involved in projects at the local, national, European and international levels. Pierre currently contributes to different projects and trainings related to RTDI policy analysis, from strategy development to evaluation, on behalf of the European Commission (DGs: ENTR, RTD, REGIO, EAC), the OECD, Regions and National governments (BE, FR, NL...), as well as other clients (Clusters, companies...).

Before achieving a Master 2 in Evaluation and monitoring of public policies (Institute of Political Studies, Lyon-France), Pierre obtained a M1 degree in Governance and Public Action (Montreal, CA - partnership with Lyon2 University). He completed internships related to European programmes and policy analysis, in both public and private sectors.
