Abstract
In this lecture I will develop the idea that most of the policy struggles in higher education can be linked to dynamics in science and technology. It is ironic that this aspect is often neglected in higher education policy making, while considering this aspect opens up new policy solutions. I will use work at the Rathenau Institute to illustrate the hypothesis, and test some ideas what it may mean for doing higher education policy studies within the TPS cluster.
