Thomas Hoppe (1980) holds a Master’s degree in Public Administration specializing in Public Policy and Environmental Policy, and a PhD in Public Policy at the University of Twente. Thomas research focus is ‘Governance of Energy Transition’. Thomas held positions at CSTM as doctoral student (2005-2009) and Assistant Professor (2010-2016). Currently, Thomas holds a position as Associate Professor in the section of ‘Policy, Organisation, Law and Gaming’ (POLG) at the Multi Actor Systems department (MAS) of the Faculty of Technology, Policy and Management (TPM) at Delft University of Technology (http://www.tbm.tudelft.nl/over-faculteit/afdelingen/multi-actor-systems/sections/policy-organisation-law-gaming/). 

In 2009 Thomas finished his dissertation on CO2-reduction in the existing housing sector, a policy-oriented study on ambition-setting and goal achievement. The research project was part of the VAM program (Vulnerability, Adaption and Mitigation) of the Dutch Organisation for Scientific Research (NWO). On 10 February 2011 Thomas’ dissertation was awarded the ‘G.A. van Poelje Jaarprijs‘ (annual award for best dissertation in the in the field of Public Administration in the Netherlands and Flanders) on behalf of the Vereniging voor Bestuurskunde.

Thomas has published in several refereed academic journals (e.g., Energy Policy; Sustainability; Energy, Research and Social Science), he has contributed multiple book chapters to edited volumes, has edited multiple special issues in refereed academic journals, is reviewer at sixteen refereed academic journals, and has written multiple professional reports (e.g., commissioned by central government). At CSTM Thomas was coordinator of the Energy Track within the Master of Environmental and Energy Management (MEEM). He has supervised over 70 students working on Bachelor’s and Master’s assignments. Thomas is involved as daily supervisor in six PhD projects (Mansi Jain, Houda El Mustapha, Ludger Niemann, Imke Lammers, Beau Warbroek, and Helmi Gunawan).

Thomas is co-founder and co- chair of the NIG (Netherlands Institute of Government) research colloquium on ‘Energy and Climate Governance’ (http://www.utwente.nl/nig/research/colloquia/colloquiadetails/nig-colloquium-energy-and-climate-governance/), and he is an active member of Eseia (European Sustainable Energy Innovation Alliance), for which he helped to organise the Eseia 2014 conference.

Thomas has had memberships of the NIG PhD council (chair) and Advisory Council from 2006 till 2009. Before he started his PhD-project he served a year at the Ministry of Social Housing, Spatial and Environmental Policy (voormalig Ministerie van VROM), taking an internship as part of his Master’s track (2004-2005). Thomas holds a University Teaching Qualification certificate.
