Considering the terms of the MEMORANDUM OF UNDERSTANDING BETWEEN BRAZILIAN AND DUTCH INSTITUTIONS TO INCREASE THE POTENTIAL FOR CYCLING TOWARDS A SMART CURITIBA, from now on called MoU Holanda-Curitiba. Here after, as a Pontifícia Universidade Católica do Paraná (PUCPR) School of Architecture and Design representation, follows the description of a collective proposal developed by the MoU enrolled institutions in meetings that occurred since the partnership signature. Thus, the content of this present document is a draft to be approval under submission of the MoU institutions.

The School of Architecture and Design of PUCPR confirms their high interest in keeping this knowledge production and interchange for the further years and looks forward to the strengthening of relations established in the MoU Holanda-Curitiba.

The starting point of the present proposal is the tradition of Curitiba’s Urban Planning, which is mainly founded in the mixture among infrastructure, transportation and density (landing use and occupation) along the main axes of the city, heritage earned since the Master Plan known as IPPUC-WILHEIM, from the 1960’s decade. The proposition of locus and methodology for the present research will investigate how the lines that connects Curitiba’s main universities responds as smart and people friendly structures?! This proposal relates to the city and citizens complexity, but the venture from the MoU Holanda-Curitiba will focus the smartness of the connections and people mobility as the bold subjects, the main characters.

This proposition defines two different scales of intervention, a macro scale and a local scale. The Macro Scale research shall analyze some of the main mobility axes of Curitiba that connects the MoU enrolled Universities, which, besides educational institutions, are also traffic generators spots. The Micro (Local) Scale shall research the smartness and people mobility in a zoom closer to the human scale development. It is important to observe that considering the MoU engaged universities location and scope possibilities, each educational institution may propose their own area of diagnosis and further guidelines.

The feedback to IPPUC and the others city administration agencies may be the information and knowledge about how the main structure axes connects and contribute to the local smartness and people mobility, that is one of the meanings to work in both scales.

Another meaning for the local scale role is that the object should fit to the institutions possibilities and their strategical goals. For the micro (local) scale the question is how the universities could contribute towards a smarter, senseable and friendly mobility neighborhood?! How could the campus and its surroundings promote an urban acupuncture?! The answer of those questions may be defined by a survey and diagnosis procedures to found the guidelines proposition. The further achievement of the defined directions depends on the multi-institutional arrangement, the universities role relates mainly to the knowledge development and to promote connections. From now on the both scales proposals are briefly described.

Macro Scale

The Head Institution of this object of research and studies will be IPPUC, responsible to establish the indicators that should basis the answers for the question, how the lines that connects Curitiba’s main universities responds as smart and people friendly structures?!

All institutions that decide to engage to find solutions to enhance the urban relationship from these main axes of Curitiba and the Metropolitan Area shall discuss their potential contribution in order to support the indicators definitions, the development of a diagnosis activity, and the proposition of guidelines. From this definitions, each institution will have their agendas concerning the research goals.

The axes of Curitiba are part of the main connections of the city, they create a triangle (Picture 1) by the intersection of structural links:

Link 1 – the east-west structural axis (Eixo Estrututural) of Curitiba, from the intersection of Avenida Victor Ferreira do Amaral and Linha Verde (Green Line) to the encounter of Rua Eduardo Sprada and Avenida Juscelino Kubitscek;

Link 2 – the CIC (Cidade Industrial de Curitiba) corridor, from the encounter of Rua Eduardo Sprada and Avenida Juscelino Kubitscek up to the confluence among the Federal Highways BR 116 e BR 376;

Link 3 – the Linha Verde (Green Line), from the confluence among the Federal Highways BR 116 e BR 376 to the intersection of Avenida Victor Ferreira do Amaral and Linha Verde (Green Line).

These axes represent also the contact among the Education and Research Institutions enrolled at the Memorandum of Understanding Dutch-Curitiba, PUCPR, UFPR, UP and UTFPR (Picture 2). As well as non-educational institutions like, Associação de Ciclistas do Alto Iguaçu (CicloIguaçu), Federação das Indústrias do Estado do Paraná (FIEP), Instituto Brasileiro de Qualidade e Produtividade (IBQP), and a broad spectrum of potential stakeholders.

Local Scale – PUCPR proposal

Inspired by and according to the map design of Visão Futura (Future Vision) from IPPUC (Picture 3) related to the guidelines for Curitiba’s Master Plan Review that suggests a definition of microscale planning units between the current and proposed main axes for the citizens mobility, the Local Scale of the research aims to develop a diagnosis of the neighborhoods smartness towards a people friendly transportation.

This proposition aims to promote the connection of mobility policies among the city administration and the educational institutions, including society representatives as CicloIguaçu, FIEP and IBQP. And PUCPR’s intention is to offer foundations for the decision-making and to work as a live lab of urban innovation.

Taking the PUCPR location, the mobility system of Curitiba defines a site that the University aims to take as the social and environmental unit of studies and researches towards the smartness and people mobility. Like the Macro Scale proposition, the site is similar of a triangle form, the related area is limited by the intersection among Linha Verde (Green Line), the east-west structural axis and Avenida Marechal Floriano Peixoto (Picture 4).

The following steps are to define the indicators and the methodology and criteria to accurate the results to set an integrated process. During this development the actors may find different occurrence and events that could define distinct indicators, but in a practical way the group should establish basis items to start the research in a compatible way.
