Research Project Description

PhD research: An Integrated Decision Model for Public Investment Project Selection

All industries in general are undergoing radical changes all over the world and especially in developing countries where governments face the increasing demands for more economic growth and better welfare of society. At the same time, society’s awareness for their rights and delicate environmental equilibrium is becoming a key element in the successful implementation of the development projects. These changes demand the current project evaluation and selection process to be revisited and re-adjusted to incorporate social participations into account without putting aside economic aspects that are usually considered. This research will describe a theory and practices that enable the incorporation of these aspects into the process of selecting projects in public sector. This includes the development of a methodology to assist the decision maker in the process of choosing between various investment and development projects that best meet national requirements (top-down) as well as the needs of local community (bottom-up). The methodology represents an integrated decision model as a framework within which projects can be appraised using multiple criteria (monetary and non-monetary). In addition, the model will be extended to allow for incorporation of uncertainties due to possible variable policies and strategies. The testing of methodology will be to investigate whether the model is sensitive to changes in order to test its robustness. The flexibility and adaptability of the model will also be tested and verified by applying the model under different scenarios.
