Responsible Research and Innovation in a Distributed Anticipatory Governance Frame
- A Constructive Socio-normative Approach
Designing a governance framework for Responsible Research and Innovation (RRI) is the goal of the 3-year FP7 research project Res-AGorA, in which STePS/IGS is involved. By this and a number of other projects the Science in Society group of the European Commission attempts to push the RRI in becoming a cornerstone in the Horizon2020 program. How to embark on such an ambitious endeavour? Governance of research and innovation (R&I) is not only distributed, but also heterogeneous, certainly in Europe but also elsewhere. Roles and responsibilities get shaped at different levels and in various actor settings. What is ‘responsible’ does not only depend on its specific context, but can be as well justified from different normative directions and should start from the conceptual assumption that these directions in many cases are contested. Instead of downplaying such tensions Res-AGorA we will investigate how responsibility is conditioned for different modes of ‘RRI in the making’ and how capabilities for becoming responsive can be improved.
