Peter Obanda is a PhD student at the University of Twente (Enschede). He is also working at Kyambogo University (Kampala). The research, he is currently working on is: assessing the value added of the Contracts Committee and the procurement disposal units on effective supplier selection in a decentralized context in municipalities in Uganda.

The purchasing function is increasingly being seen as a strategic issue in private organizations and in governments. However, probably one of the most important decision-making issues is supplier selection. This study hence intends to assess the value added of the Contracts Committee and the procurement disposal units on effective supplier selection in a decentralized context in municipalities in Uganda through a logical and scientific analysis.

The study particularly addresses the following research questions:

• How is supplier evaluation and selection conducted under the Contracts Committee and the procurement and disposal units in the municipalities in Uganda?

• What factors affect the value added of the Contracts Committees and the procurement and disposal units in the municipalities in Uganda?

• What is the value added of the Contracts Committees and the procurement and disposal units in the municipalities in Uganda?

• How can value added be enhanced in the operations of the Contracts Committees and the procurement and disposal units in the municipalities in Uganda?

A conceptual model will be designed and be subjected to a triangulation method under a case study design. Theoretical and practical implications shall be derived and policy recommendations made.
