A revolving fund for student support: alternative ways of student financing
This project explores what the (financial) consequences would have been if the Dutch basic grant provided to all fulltime students would have been allocated as a loan instead of a gift and all repayments would have been collected in a revolving fund. What would have been the savings for the public purse, or better what resources would be available to improve the student support mechanism? What would it have meant for individual students in terms of debt accumulation and capacity to repay? What are the principle (theoretical) arguments behind such a change and to what extent would it be feasible?
