Evaluation of “Pathways to Higher Education Initiative”

“Pathways to Higher Education Initiative” (PHE) is a programme of the Ford Foundation to promote greater access to and opportunities to participate in higher education for excluded populations worldwide. The Ford Foundation would like – after three rounds of project support – to obtain an evaluation of the programme’s progress. Our evaluation aims to develop the Foundation’s evaluation capacity regarding local access projects as well as regarding the PHE processes as such. This project will lead to initial recommendations for procedural arrangements, including principles for a ‘toolkit’ for assessment, (self-)evaluation and monitoring of the PHE programme and of local projects.
