Establishment of an evaluation framework for the International Fellowship Program for the Ford Foundation (part 1)

The core of the International Fellowship Program (IFP) of the Ford Foundation is to provide opportunities for postgraduate study for outstanding individuals for social groups and communities that lack systematic access to higher education. These individuals should be enabled to become leaders in their field to promote economic and social justice. CHEPS is commissioned to develop an evaluation framework to appraise the effectiveness and efficiency of this program. The project is decomposed in five work packages: 1) a literature review of previous major studies; 2) the elaboration of a framework design for the overall evaluation process; 3) the development of methods and instruments; 4) a feasibility report with time schedules and cost calculations for the evaluations; 5) a report with recommendations.
