The funding of Masters in Dutch higher education

The Dutch government funds the Bachelor programmes of higher professional education (HBO) institutions and the Bachelor and Masters programmes of the university sector. At present, one of the policy debates in the Netherlands focuses on whether and how government should fund Masters programmes in the HBO-sector. These programmes already exist and most of these are of sufficient quality (e.g. accredited by the Dutch Validation Council) but they are not yet funded. In addition, the government discusses how Masters at the universities should be funded.

The Dutch Ministry of Education, Culture and Science has commissioned CHEPS to develop three scenarios for the development and role of Masters in the higher education sector.
