Higher education change in Mozambique: expansion and diversification

Within the framework of a project of CHEPS that focuses on transformation of the Mozambican higher education system at the national level, this PhD project aims to analyse and explain the developments and outcomes of these transformation processes. In January 2000, the Mozambican government has adopted a new Strategic Plan that aims to expand and diversify the national higher education system in order to meet the needs of society as a whole. The study will be analysed and explained through the lens of the Advocacy Coalition Framework, that is developed by Sabatier and Jenkins-Smith and also aims to see how far the framework that is developed in a industrialised country can be applied to developing countries.
