Support Scheme for Top-Level Sport

Background:

Combining university-level studies and top-level sport can be problematic for many students. It generally proves impossible to postpone either academic studies or a career in sport until later; both activities require the practitioner to achieve results within a relatively short period of time, often between the ages of 18 and 25. The University of Twente is aware of the problems involved, and has developed a policy covering the practice of top-level sport.

Under this policy, the university strives to foster a positive climate in which students practicing top-level sport are able to find the ideal balance between study and sport, within certain parameters set by the university.

The goal of the policy should be to ensure that student athletes can complete their course of study within a reasonable period of time and can simultaneously achieve the results they desire in the field of sport, drawing on their own resources and those provided by the university.

It is important to note that the University of Twente’s sport policy is not intended to provide for the targeted recruitment of potential top-level athletes among students in secondary school or higher professional education (HBO). Neither does the university seek to develop into an American-style ‘basketball university’. The provision of funds for top-level athletes must not come at the expense of existing policies and allocations for recreational and competitive sport at the university, which have been an integral part of campus life for many years.

Top-level athletes make a valuable contribution to the university. They serve as role models for their fellow athletes, as well as for their fellow students.

Top-level student athletes who achieve impressive results in their field also reflect well on the university. When these students receive media coverage for their sporting achievements, the University of Twente will naturally be mentioned, thereby generating publicity for the university.

The new scheme will take effect on 1 September, 2009. It is due for evaluation before 1 September, 2011.

This evaluation will consider the following points:

-

the extent to which top-level athletes actually make use of the scheme;

-

awareness of the scheme among students and staff;

-

how well the integrated sport and study plan functions;

-

agreements made between top-level student athletes and the university when it comes to public relations;

-

the degree to which students involved in the scheme are satisfied with it.

Introduction

The Support Scheme for Top-Level Sport offers three types of support to accredited athletes studying at the University of Twente who are eligible for participation, depending on the status they hold:

1.

made-to-measure tutoring;

2.

financial aid;

3.

use of university facilities.

Student athletes who have not yet reached the absolute top of their field (A or B status as defined by the Netherlands Olympic Committee and Sport Federation, NOC*NSF), may yet be able to achieve this status through the provisions of the Support Scheme for Top-Level Sport. This support scheme offers student athletes the opportunity to combine sport and study in a responsible, achievable way. However, once athletes have achieved A or B status, they will no longer be eligible for financial support from the University of Twente in the form of an expense allowance, as they will generally be receiving financial support from NOC*NSF.

All top-level athletes, including those who are disabled, are eligible for participation in the support scheme. This means that the scheme also applies to students who are training for the Olympics (summer and winter) as well as the Paralympic Games.

Terms and abbreviations

Top-level Sport Committee: a committee consisting of three members:

- Chairman of the University of Twente Sports Council;

- Head of the University of Twente Sports Centre;

- University of Twente Student Counsellor.

The Executive Board have charged the committee with assessing potential participants in the scheme to determine if they qualify as top-level athletes and, if so, into which category they fall.

Top-level athlete: University of Twente student who is recognized as a top-level athlete within the framework of this scheme.

A-status athlete (as defined by the NOC*NSF):
In order to achieve and maintain A status, athletes must rank among the top eight athletes in the world within their discipline. In addition, they must be actively preparing for upcoming competitions and must take part in a NOC*NSF-approved training and competition programme.

B-status athlete (as defined by the NOC*NSF):
In order to achieve and maintain B status, athletes must rank among the top sixteen athletes in the world within their discipline. Like A-status athletes, they must be actively preparing for upcoming competitions and must take part in a NOC*NSF-approved training and competition programme.

Made-to-measure tutoring:
An integrated sport and study plan drawn up by the top-level student athlete and the faculty in question, consisting of special arrangements made with the student such as the option of taking oral examinations, flexible deadlines, etc. Students are responsible for contacting their study advisor for an appointment to discuss made-to-measure tutoring.

 

2.

Qualification procedure

In order to qualify for participation in the support scheme, students must take the following three actions:

Each year, they must submit a written request for participation to the Top-Level Sport Committee. The necessary form can be obtained at the Student Counselling Bureau (known as the 'Red Desk') in the Bastille building, and should be submitted there upon completion.
The application form must be submitted
before 1 April of the academic year in which the student wishes to take part in the scheme. A digital version of the form is available online at: http://www.utwente.nl/so/studentenbegeleiding/en/delay/support/forms/rostop-en.pdf.
The Top-Level Sport Committee will make a recommendation to the Graduation Support Committee, who will then make a decision regarding the student’s request within 10 weeks.

2.

Along with this form, students are required to attach a written statement containing a description of the type of sport in which they participate, an indication of the time they spend on the sport, and a brief impression of their sporting career (important competitions and achievements).

3.

Additionally, they must enclose an official statement from their sports federation that lists the level at which they perform.

4.

Top-level student athletes must be able to demonstrate that they belong to categories I, II or III (as listed in Section 4) for the duration of the academic year. Applications on the basis of qualifications that have since expired will not be honored.

 

3.

Categories of top-level athletes

The Top-Level Sport Committee determines whether student athletes meet the criteria listed in this section. These criteria correspond to those used by NOC*NSF for top-level athletes.

General

·

The sport in which the student participates must be a category I top-level sport as determined by NOC*NSF (for a list of Category I top-level sports, see Appendix I).
Please note: exceptions may be granted for sports with a specific link to the University of Twente. Student athletes must spend at least 10 hours per week training for their particular sport and/or take part in at least four sport-specific training sessions per week, not including travel time.

There are three categories to which top-level student athletes can belong:

Category I
Top-level athletes who hold A or B status as defined by NOC*NSF.

·

Category II

-

Athletes who compete at the highest international level in the senior category;
(for a list of guidelines regarding the level at which athletes in this category must perform, see Appendix II).

-

Athletes recognized as ‘High Potentials’ by NOC*NSF.

·

Category III
Athletes who compete at the national level:

-

Athletes participating in individual or team sports who compete in the highest national class and/or level in the youth or senior categories, but do not fall under categories I or II;

-

Athletes participating in individual or team sports who previously belonged to category I or II but have recently been performing below these standards; these athletes must clearly demonstrate that they are capable of rejoining category I or II in the short term.

4.

Types of support

There are four primary types of support for which student athletes may be eligible:

1.

made-to-measure tutoring;

2.

graduation support;

3.

financial support in the form of an expense allowance;

4.

use of University of Twente facilities.

 

1.

Made-to-measure tutoring

All accredited athletes who fall under categories I, II or III of section 4 are entitled to ‘made-to-measure tutoring'.

These students should devise an integrated sport and study plan in consultation with their faculty supervisor at least once per semester. This integrated sport and study plan must conform to the student’s general study plan as will be required by the Education and Examination Regulation starting in September 2010.

The sport and study plan should strike the ideal balance between education and sport: the student’s study timetable and training and competition schedules should both contain clear agreements regarding facilities for examinations, practical exercises, etc. during periods when students are training or taking part in competitions or qualifying rounds.

2.

Graduation support

In addition to made-to-measure tutoring, all accredited athletes who fall under categories I, II, or III of section 4 are entitled to financial aid in the form of graduation support.
For each academic year in which a student who is recognized by the University of Twente as a top-level athlete makes use of a performance grant, he or she is entitled to up to
four months of graduation support.
These four months are regarded as a recognized study delay as defined in the University of Twente’s Graduation Support Scheme.

Top-level student athletes who also hold an administrative position within a student association or organization should be aware that this entitles them to a maximum total of 24 months of graduation support.
Top-level student athletes from abroad who are entitled to graduation support will receive an amount equal to the monthly basic student grant for students not living at home (see the 2000 Student Finance Act).

Please note: Students who wish to qualify for graduation support must submit the Application Form for Graduation Support along with any necessary enclosures promptly at the end of the academic year in which they were recognized as a top-level athlete.
Also: Students will only receive graduation support if they fulfilled the requirements for a top-level athlete for the
entire academic year. This information will be subject to verification. Qualification at the beginning of the academic year does not automatically entitle students to graduation support at the end of the year.

The following conditions apply for those who wish to qualify for graduation support under this scheme:

The student must be registered for a degree programme at the University of Twente and must be recognized as a top-level athlete in a particular category for the duration of the academic year. The number of times that students can apply for graduation support is limited to the nominal duration of their programme of study in years.

·

The application for graduation support on the basis of top-level sporting activities must be received no later than three months after completion of the academic year (i.e. before 1 December). The form should be submitted to the Graduation Support Committee at the 'Red Desk' in the Bastille building.

3.

Financial Support (expense allowance)

In addition to made-to-measure tutoring, all accredited athletes who fall under category II of section 4 are entitled to financial aid in the form of an expense allowance. This expense allowance is comparable to that offered by NOC*NSF to B-status athletes.

The expense allowance will be provided on the basis of expense claims (with proper documentation) submitted by the student athlete. There is no fixed monthly allowance. Expense claims of up to a maximum of €225 per month will be honored. Legitimate claims include travel expenses or fees for training courses.

The total amount that students may claim over the course of the academic year is €2700 (12 x €225).
All expense claims will be reviewed by the Top-Level Sport Committee, which has the power to approve or deny them.

The maximum allowance of € 2700 per year may only be obtained twice during the student’s entire course of study. The University of Twente feels that this degree of support is sufficient for athletes who strive to reach the top while combining a career in sport with university-level studies.

The provision of an expense allowance by the University of Twente will stop with immediate effect in the event that the student athlete achieves A or B status and has begun to receive financial support from NOC*NSF.

4.

Use of University of Twente facilities

In addition to the above forms of support, accredited athletes who fall under categories I and II of section 4 are entitled to make use of certain university facilities.

In consultation with the Top-Level Sport Committee, eligible students may choose to make use of university sports facilities, such as gyms and fitness equipment, free of charge. This allows students to cut down on the travel time needed to practice their sport and maintain their physical condition.

The forms of support described above are summarized in the table below.

5.

Payment of financial support

1.

Graduation support

The amount of financial support to which students are entitled is subject to the provisions of the University of Twente’s Graduation Support Scheme. Top-level student athletes from abroad who are entitled to graduation support will receive an amount equal to the monthly basic student grant for students not living at home (see the 2000 Student Finance Act).

Students who qualify for graduation support can choose to receive payment directly after the end of the academic year in which they combined sport and study. This can be indicated on the application form.

After accumulating a total of 24 months of graduation support, students are no longer eligible for additional graduation support if the reason for their delay is voluntary in nature, such as in the case of practicing top-level sport while holding an administrative position within a student association or organization.

Any sport-related grants received from third parties during the same period will be deducted from the financial support provided to the student by the University of Twente. Students are required to notify the Top-Level Sport Committee of any such grants. The committee will make a recommendation to the Graduation Support Committee regarding the extent to which the grants should be taken into account in the payment of graduation assistance.

2.

Expense allowance

The application form for expense allowances should be submitted to the Graduation Support Committee at the 'Red Desk' in the Bastille building.

6.

Public relations

All accredited athletes should be prepared to act as ambassador for the University of Twente when it comes to their sporting achievements. Separate arrangements will be made with each of the athletes in this regard.

7.

Hardship clause, objections and appeals

1.

Hardship clause

Where strict adherence to the provisions of this scheme would result in an exceptional case of extreme unfairness, the Executive Board is empowered to deviate from the provisions in the student’s favor.

2.

Objections

Students who wish to file a notice of objection against a decision made by or on behalf of the Execution Board regarding a request submitted as described in section 3.1 or against a decision regarding expense allowances must do so within six weeks of the decision at the UT Complaints Desk.

3.

Appeals

Decisions regarding an objection will be open to appeal and will state the court that has jurisdiction and the appeal period.

8.

Effect
This scheme will take effect on 1 September 2009.

9.

Evaluation

This scheme will be evaluated before 1 September 2011.
