Background

BSc in Accounting and Finance in Hunan University in China from 2005 to 2009; MSc in Business Administration towards the direction of government auditing in Hunan University in China from 2009 to 2011; since 2011 PhD Student at Prof Stefan Kuhlmann’s project on Research Innovation and Technology Policy Evaluation.

Research

My research is to be located in the “research, innovation and technology (RIT) policy evaluation”, aiming to improve government innovation policy especially in the public sphere for developed and developing countries. Among the multiple dimensions of evaluation, economic and social impacts are my emphasis including measuring the quality of RIT policy and strengthening public negotiations and feedbacks. Besides performance-based funds allocation in government policy, a ‘public trust culture’, which understands the limitations of qualitative RIT assessment and meets expectations from both the public wanting to ‘understand’ and the researchers concerning about their ‘freedom’, would be explored and promoted. The two-way trust and support approach would build on hopeful anticipation and satisfactory evaluation, aiming to establish modern RIT performance measures. Another attention will be focused on international RIT collaboration and cooperation between developed and developing countries.
