Jan Telgen (1952) holds an M.Sc. in Econometrics and a Ph.D. in Economics from Erasmus University Rotterdam.
His practical experience includes a period as head of an internal consulting group of Rabobank Nederland, the country’s largest retail bank. In 1985 he joined PwC (through its predecessors) as a partner and headed their consulting groups in Logistics, Quantitative analysis and Procurement. In 2002 his team split off into Significant. Significant is a consulting group of 60 consultants specializing in Public Procurement and policy analysis, in which he served as partner until 2009.
He has extensive consulting experience in professionalizing public procurement organizations, working with such diverse organizations as municipalities, government departments, health care organizations and the UN. He also serves as advisor to government ministers and the Dutch parliament.
His academic experience includes appointments at Erasmus University Rotterdam, visiting professorships in the USA, Belgium, Canada and Australia. From 1987 onwards he holds part time professorships in the School of Management and Governance at the University of Twente. His chair in Applied Operations Research was extended to cover Public Procurement as well in 1994.
His research focuses on the efficient use of public procurement methods to be both effective and achieve policy goals. Topics that he published on include the optimal number of bidders, public provision of social services, procurement control, horizontal cooperative procurement and supplier selection mechanisms.
He plays an active role in further developing the Public Procurement discipline. He was one of the originators of both the International Research Study on Public Procurement (IRSPP) and the International Public Procurement Conference (IPPC). From 1998-2003 he served as founding president of the Dutch Public Procurement Association (NEVI-Publiek), a role he took up again in 2011.
His work in Procurement has been awarded the 1997 IFPMM Maple Leaf Award (best paper in Purchasing) and the 2010 IFPSM Hans Ovelgonne Award (career achievement in Purchasing research). He publishes regularly in national and international journals.
